Key Duties and Accountabilities

Under the overall guidance of the Head of the Syria Humanitarian Fund, and under the direct supervision of the SHF Senior program officer (NOC) the incumbent is expected to perform the following tasks:

Program Management:

  • Support fund allocation processes, ensuring necessary coordination with relevant counterparts in line with the SHF Operational manual and allocation strategy.
  • Ensure prompt and thorough review of project applications to meet strategic objectives of allocations, sectoral focus, and adherence to guidelines.
  • Assess the feasibility and relevance of project applications, and ensure proposals meet the set SHF standards.
  • Support recipient organization through the project cycle and support compliance to the SHF Operational manual and the Global guidelines.
  • Oversee recipient organizations’ compliance with agreed grant agreement stipulations and the SHF operational manual.
  • Oversee the timely submission, review, and feedback of progress narrative & financial reports of projects implemented by SHF partners.

Monitoring 

  • Act as monitoring lead for the SHF-funded projects including the supervision of the field monitoring team in three hubs and provide support and facilitate project monitoring through third-party monitoring (TPM).
  • Develop and maintain the overall SHF project monitoring plan. Undertake duty travel and field visits as required to monitor SHF-supported projects. Prepare reports and follow-up action points.
  • Plan and support own SHF-led monitoring, Third Party Monitoring, and remote call monitoring of SHF-supported projects as appropriate and follow up on reports and recommendations.
  • Monitor the overall performance of the SHF to advise the Fund Manager for informed decision-making and recommendations.
  • Collaborate with relevant government partners, sector coordinators, NGOs, UN agencies, and OCHA Sub-Offices to coordinate and monitor projects and activities funded by the SHF.
  • Oversee the timely submission of progress narrative & financial reports of projects from relevant SHF partners and provide timely feedback.
  • Remote Monitoring and Evaluation:
  1. Explore innovative approaches in gathering project information in inaccessible locations.
  2. Gather project implementation information to enhance visibility and advocacy to donors and other stakeholders.
  • Ensure that monitoring and evaluation results are discussed in a timely fashion with implementing partners with a view to agreeing on a way forward.
  • Prepare consolidated quarterly monitoring and evaluation projects’ status reports.
  • Support briefing packs preparation for senior management field visits and donor visits. Ensure regular communication flow with major stakeholders. Support in the    SHF information management materials development.
  • Support in the Annual Report processes.
  • Input into the AB-related materials development including monitoring updates.
  • Support in AB logistics including drafting MoM.

Communication:

Work implies frequent interaction with the following:

  • Team Leader and other Humanitarian Affairs Officers.
  • Sector Coordinators at national and sub-national level;
  • UN agencies.
  • SARC;
  • International and national NGOs;
  • Relevant government departments

Impact of Results:

Assist the HFU in identifying significant humanitarian issues, and provide innovative suggestions and approaches to problem resolution. Help meet organizational objectives and provide sound analytical inputs and advice with respect to the coordination of humanitarian action.

Supervisory/Managerial Responsibilities:

  • Provide supervisory support to SHF Programme Associates.

QUALIFICATIONS

Education:

  • A Master’s Degree or equivalent in business administration, budget, finance, audit, economics, project management, or other related fields is required.

OR

  • first-level university degree in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience, Knowledge, and Skills:

  • A minimum of two (2) years (Master’s degree) or 4 years (First-level university degree) of progressively responsible experience in project management, monitoring business administration, or other related fields is required.
  • Relevant experience in the UN Common System or comparable international organization (NGO) is desirable.
  • Relevant experience in pooled funding mechanisms, complex emergencies, or natural disasters is desirable.
  • Experience in humanitarian financing (managing pooled funds; project administration; monitoring and evaluation) is desirable.

Other specific knowledge, skills, and abilities:

  • Knowledge about the UNCS and RC systems is highly desirable.
  • Strong computers ability to use MS Office 365 software packages, and ability to handle web-based management systems is an asset.
  • Good knowledge of Project Monitoring and Evaluation approaches and the project life cycle is an asset.
  • Proven ability in planning, designing, and implementation of M&E systems is an asset.
  • Knowledge of M&E data analysis is an asset.
  • Good ability to audit projects and financial spot checks are desirable.

Language Requirements:

  • Fluency in Written and Spoken Arabic and English are required.
