Key objectives for this role include:

  1. Support co-facilitation of the national CCCM Cluster in Sudan, in line with the Memorandum of Understanding between UNHCR and NRC, and delivery of its strategy or action plan as agreed by the CCCM Cluster’s Strategic Advisory Group.
  2. Promote the rights of relevant crisis-affected communities (IDPs, refugees, returnees, conflict-affected communities, host communities).
  3. Promote and support accountability to affected populations.
  4. Promote protection mainstreaming.
  5. Assist the lead agency in monitoring, reporting and analysis.

Specific Responsibilities:

  1. Facilitate a harmonized and coordinated multi-sectoral response across the country by contributing to the development and implementation of a cluster strategy in coordination with the Cluster Coordinator, cluster partners and relevant authorities.
  2. Represent CCCM in Inter-Cluster Coordination bodies.
  3. Develop and/or maintain a cluster structure across the areas of interventions, ensuring proper coverage and efficient reporting lines through the set-up of functioning coordination mechanisms, such as meetings, working groups, etc. both at local and national level.
  4. Contribute to cluster strategic planning at national level with regards to the development of response activities, contingency planning including “exit”/transition strategy and action plans for the cluster.
  5. Coordinate the OCHA-led humanitarian programme cycle, ensuring the collection and compilation of inputs and contributions from Cluster partners, as well as the establishment of measurable performance indicators.

What you will bring:

Generic professional competencies for this position: 

  • A bachelor’s degree in a relevant field (law, social sciences, or related disciplines). An advanced academic qualification will be an added advantage.
  • Minimum 4 years of experience working in a humanitarian/early recovery context. Previous NRC experience will be an added advantage.
  • Experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal.

Context/specific skills, knowledge and experience:

  • Experience managing complex Site Management/UDOC programmes.
  • Experience with humanitarian advocacy and donor engagement.
  • Excellent understanding of key technical standards (Minimum Standards for Camp Management, Sphere, IASC, protection mainstreaming, IHL, gender and humanitarian principles, donor markers on gender and disability etc.).
  • Experience in coordinating inter-agency bodies and extensive familiarity with the humanitarian architecture in IDP responses. Previous experience in Cluster Coordination (CCCM or other clusters) at national or sub-national level will be an added advantage.
  • Knowledge of the humanitarian context in Sudan will be an added advantage.
  • Working proficiency in Arabic will be an added advantage.
  • Experience in the design and delivery of CCCM-related capacity strengthening, including capacity building needs assessment, remote coaching, mentoring and training. Holding a CCCM Training of Trainers (ToT) certificate will be an added advantage.
