Key objectives for this role include:

  1. Develop Shelter strategy, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities.
  2. Compliance with and adherence to NRC policies, guidance and procedures.
  3. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports.
  4. Identify trends technical standards and donor priorities.
  5. Follow up on compliance with contractual commitments within CC, ensure high technical quality and synergies in project implementation.

Specific Responsibilities:

  1. Strategic Leadership. Lead the revision of the CC Strategy as part of the broader Country Strategy development process. This includes contributing to Integrated Programming through active collaboration and coordination with other Core Competencies, and engagement in cross-cutting initiatives. 
  2. Safe & Inclusive Programming. Lead the strengthening of the Shelter safe programming standards, and support cross-cutting initiatives to ensure Do-No-Harm and improve inclusion, accountability, community engagement, etc. in the wider NRC Sudan programme.
  3. Emergency Preparedness and Response Planning. Play a leading role in facilitating the development of AO-level emergency response and preparedness planning to support timely multi-sector response to rapid onset needs.
  4. Partnerships. Contribute to the strengthening and expansion of NRC’s partnerships with other agencies. This includes supporting the field teams to strengthen their downstream partnership approaches with local NGOs, and developing strategic informal (i.e. nonfinancial) partnerships with relevant stakeholders to foster collaboration and coordination to support NRC Sudan’s overall objectives.
  5. Advocacy and Coordination. Contribute to NRC’s advocacy objectives through meaningful engagement in briefings, development of advocacy products and coordination. As delegated by the HoP, represent NRC and the Shelter programme in the relevant coordination fora, and with external stakeholders.
  6. Learning. Lead the harmonizing and strengthening Shelter monitoring and evaluation tools and systems, in collaboration with the M&E team. Responsible for supporting programme learning throughout the project-cycle.

What you will bring:

Generic professional competencies for this position: 

  1. Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context.
  2. Experience from working in complex and volatile contexts
  3. Core competency expertise
  4. Documented results related to the position’s responsibilities
  5. Knowledge and skills in market analysis, cash-based interventions and market based programmes
  6. Knowledge about own leadership skills/profile
  7. Fluency in English, both written and verbal
  8. Valid driver’s license

Context/specific skills, knowledge and experience:

  1. Knowledge of the context in Sudan is preferred
  2. Experience of working in a hardship duty-station is preferred
  3. Experience of working directly with humanitarian donors is preferred
  4. Experience with scale-up and significant contextual change is preferred
  5. Experience with capacity building is a strong asset
  6. Ability to use LFA as a tool for project/ programme design and follow-up
