Major Responsibilities:
1.) Accountable for managing the Accounts Payable function both in the main office and field office by ensuring staff are following the established AP protocols.
a) AP invoices are tracked and entered to the accounts payable system.
b) Verify invoices before processing!
c) The Payment requests/ AP invoices are processed within 2 working days.
d) Ensure that supporting documents are archived properly.
2) Responsible for the documents that needs finance verification, finance verification for payment requests for payments which are less or equivalent or US$20,000/- submitted to finance, to ensure that:
a) The IRC policies and donor regulations are adhered to.
b) Expenses are allowable, allocable, and reasonable as per specific donor regulations.
c) The charging codes for payments submitted are correct.
d) The calculations are correct. (this includes test of the mathematical accuracy of invoices, receipts and supporting documents to payments)
e) The relevant supporting documents are attached.
3) SUN System / General Ledger Processing:
a) Supervise and maintain entries of SUN accounting System changes including chart of accounts, coding, exchange rates, transactions, etc.
b) Ensure that all field office accounting transactions been reviewed before uploading it to SUN system and ensure that SUN System uploads proceed on time or the timely submission of the country office SAF file to the IRC HQ.
c) Supervising and Managing Country Financial monthly closing procedure
d) Generate accounting and financial report from SUN System Application.
e) Ensuring the SUN system backup and retention procedure is in place and followed for all SUN master files
f) Production of required monthly and adhoc reports, including the country program monthly financial management report.
4) Ensure the proper and timely review of the financial data information submitted by field offices to identify weakness and problems and to devise correction action:
a) Ensure providing monthly feedback to the field Finance staff regarding their spreadsheet’s transactions coding or /and its supporting documents by email.
b) Ensure providing Deputy Director Finance feedback remarks on the financial data submitted by field office by review and analyze the monthly spreadsheets from the main and field offices prior to uploading in the SUN System.
5) The Monthly Balance Sheet accounts reconciliation:
a) Supervise the Preparation of the country office monthly Balance Sheet accounts reconciliation report and its supporting documents to be reviewed by Deputy Director Finance and the Deputy Director / Country Director.
b) Review the remarks and notes on for each account on the balance sheet to be discussed with the Senior Finance Controller.
c) Monitor the follow-up of the staff, vendor advances and other balance sheet items before month end.
d) eview the inter-country transactions worksheet and ensure sending the communication with the original country for charging confirmations.
6) Cash Forecasting
a) Ensure that the country program cash forecasts and CTR reports are accurate by working with field and program coordinators to help them develop more accurate cash forecasts of their program needs.
7) Training and Staff Management:
a) Assist in providing training and support for the country office program and operational staff on the IRC Finance policies, accounting procedures and requirements, assists the staff in finance related issues and activities.
b) After the field office visit, preparation of written field trip reports for review by Deputy Director Finance which identifies key issues during the field trip visits and provide follow-up recommendations for improving control processes or procedures.
c) Ensures comprehensive performance reviews are completed on a timely basis of the direct supervision staff to be discussed with the DDF.
d) Mange field finance staff in partnership with the field coordinators , ensure clear KPIs are set, feedback is given and staff capacity building is performed
e) Assist Deputy Director Financewith new staff orientations when required.
8) Payroll
a) Supervising the review of the outsource national payroll report ensuring accuracy and standard financial controls are maintained.
b) Review the preparation of the monthly international and national staff payroll accounting entries including salary allocations.
c) Liaison with the Thai revenue department to ensure compliance with national income tax and other related regulations.
9) Other:
a) Assist Deputy Director Finance with the internal and external audit when required.
b) Perform other duties, as appropriate or requested

Position Reports to: Deputy Director-Finance
Position directly supervises: Senior Finance Officers -Accounting & Treasury Management
Indirect Reporting: Field Finance Leads
Other Internal and/or external contacts:
Internal: Regional Finance Director, Internal Audit; IRC’s Program Coordinators, Supply chain staff, HR Staff, SMT members and other key Program Staff.
External: Banking Managers, Donors, and local government staff (taxation and regulation related), External Auditors.
Qualifications
Job Requirements:
· Education: A bachelor’s degree in accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting such as CPA, or a master’s degree in accounting.
· Work Experience: Minimum Four years’ experience of managerial experience in the financial area of a non-profit organization or five years of managerial experience in finance in an international commercial organization.
Demonstrated Skills and Competencies:
· Requires extensive experience in working with computerized accounting systems, standard spreadsheet, and database programs.
· Must be comfortable in being a proactive member of the top-management team.
· Must seek to identify and communicate potential problems and propose solutions to the level of management appropriate to effect solutions.
· Must be able to function effectively in a loosely structured, but complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements.
· Ability to carry out responsibilities independently with minimal technical support from within the program organization.
· Must be a patient and good communicator who can function in an organizational environment involving a diversity of cultures, languages, and personal interests and agendas.
· Good at role of facilitator and team player in solving problems.
· Committed to staff training and development.
Language Skills: Good written and verbal skills in the English language.
