Introduction: general information about the context in which the civil servant will work
The only ‘tripartite’ UN agency, the International Labor Organization (ILO) brings together representatives of governments, employers and workers from 187 Member States with the main objectives of promoting rights at work, encouraging the creation of decent jobs, develop social protection and strengthen social dialogue in the field of work.
The ILO Country Office for Algeria, Libya, Morocco, Mauritania and Tunisia, based in Algiers, is seeking to recruit a National Project Coordinator for a long-term development cooperation project in Mauritania. of 3 years, supported by the Peacebuilding Fund (“PBF”), called “ Strengthening peace and socio-economic resilience through the creation of decent green jobs for young people in rural and periphery areas -urban areas of Hodh Chargui, Trarza and Nouakchott”.
This project will be implemented in partnership with the Food and Agriculture Organization of the United Nations (FAO) and aims to strengthen social cohesion and the prevention of conflicts regarding access to natural resources (water, forests , wood, pastures, land, livestock, etc.) and preservation of the environment, through active engagement, better access to natural resources and sustainable management of the environment within inclusive value chains, young people men and young women from the host population, returnees and refugees from the areas of Bassikounou, Dar Naim and Rosso.
The implementation strategy is centered around the active engagement of young men and women from the host, returnee and refugee population in the areas of Bassikounou, Dar Naim and Rosso i) in the promotion, support and strengthening community initiatives for conflict prevention and mediation in matters of access to natural resources and environmental preservation (Result 1) and ii) in joint responsible economic initiatives focused on sustainable management of the environment within inclusive, peace-loving and green value chains (Result 2).

The project will pay particular attention to knowledge management through the construction of evidence on the contribution of different intervention models to conflict prevention and the promotion of social cohesion.
Supervision
The National Project Coordinator will work under the responsibility of the Director of the ILO Country Office for Algeria, Libya, Morocco, Tunisia and Mauritania. The project team will benefit from technical advice from the ILO Decent Work Technical Support Team for North Africa in Cairo and the relevant technical departments at ILO headquarters in Geneva, notably the Business Branch. Sustainable Development, Productivity and Just Transition, SKILLS, as well as the Crisis and post-crisis priority action program.
Essential Functions and Responsibilities
- Develop and then execute a detailed project work plan in alignment with the project objectives and expected results, as well as support the effective implementation of activities with criteria of speed, quality and efficiency, gender sensitivity, while ensuring the achievement of planned results on time and within budget, in accordance with project requirements and ILO policies, values and procedures.
- Establish and maintain regular and constructive working relationships with ILO tripartite constituents and other relevant stakeholders in Mauritania, including government representatives, employers’ and workers’ organizations, and civil society associations , as well as with FAO as a partner in the implementation of the project and ensuring the link with the PBF Secretariat. In liaison with the ministry which will chair the national PBF Steering Committee (CoPil) , set up local technical committees per intervention area involving local authorities, support regular meetings and report on the progress of the project.
- Facilitate and contribute to the achievement of the objectives of the start-up phase, in particular the carrying out of analyzes and surveys (including a reference line/baseline) , contribute to the identification of the level of social cohesion and existing and/or potential conflict factors. , innovative solutions and support the main transversal services (notably financial services and technical support to businesses) relevant to the identified value chains , ensuring that gender dynamics and the impact on the environment and adaptation to climate change, as well as conflict dynamics. These analyzes will be used to better understand the obstacles to the creation of new inclusive and more productive jobs for beneficiaries in the selected sectors, identify pilot interventions in the 3 geographic areas of targeted interventions to promote social cohesion and the prevention of conflict.

- Establish a project monitoring and evaluation system, ensuring its full integration into the management and implementation of the project so as to facilitate adaptive management of project activities. Monitor the progress of project implementation to achieve the objectives and indicator target values, by preparing and updating the work plan, progress reports, final reports and collect monitoring data on activities of the project, for the sake of clarity, coherence and completeness. Identify problems and implement solutions, actions and follow-up. The ILO manual “How to Develop, Monitor and Evaluate Peace Results in Employment Programs” will serve as a basis and methodology. Develop the necessary ILO reporting on CPOs (Country Program Outcomes) , in alignment with the ILO Program & Budget indicators.
- Ensure programming and control of project resources ; prepare budget forecasts and expenditure forecasts by analyzing and monitoring the resource situation in relation to planned activities and recommending measures to address them.
- Collaborate with other ILO programs and offices, as well as any other initiatives implemented by technical and financial partners (PTFs) in the region, in order to identify and exploit opportunities to improve program synergy to best results.
- Prepare reports and presentations, organize and participate in project meetings and events, including workshops, trainings and awareness raising and provide technical advice for the adaptation of ILO training materials to the local context and objectives of the project. Be responsible for knowledge management in relation to project activities, undertake relevant reporting and capture results (gender and youth sensitive, where applicable) and develop good practices , in partnership with FAO and partners, in terms of intervention model for social cohesion and peace. These good practices could serve as an example within the UNCT as part of actions in the HDP Nexus. Regular communication materials and updates for internal and external distribution in collaboration with the project team will also be developed.

- Ensure good visibility of project and PBF activities , in particular on the basis of good practices developed, support the design and organization of communication activities relating to the project and ILO intervention in the area of development market systems, development of value chains, and decent work, particularly in relation to project activities in the market gardening sector.
- Support the day-to-day operations of the project, including supporting the recruitment of external project collaborators/consultants and the management/supervision of their activities, with a view to ensuring high quality deliverables within the stipulated deadlines, carrying out missions within 3 areas of project intervention and evaluate the possibilities of expanding the ILO’s activities in this area and contribute to the drafting of new project proposals, including budgets.

Required Qualifications
Training
First level university degree in management, economics, human resources, skills development, education and training or other social sciences.
Experience
At least three years of professional experience in the development and/or implementation of programs or projects supporting the socio-economic integration of young people, particularly in fragile situations, and two years of experience in the implementation of development cooperation projects. Expertise in managing projects that aim to create green jobs and strengthen social cohesion, as well as knowledge of the ILO’s mandate and tripartite structure would be advantages.
LANGUAGES
Excellent written and oral command of French and good knowledge of English.
Skills
The role requires analytical and synthesis skills necessary for the formulation, administration and monitoring and evaluation of projects, and in order to be able to write notes, technical reports and terms of reference. Excellent analytical and writing skills are required, as well as the ability to communicate effectively orally and in writing.
This position particularly requires relational skills with stakeholders and partners, including government representatives concerned with employment, vocational training, the economy, sustainable development, agriculture, as well as employer organizations. and workers, and civil society associations. It requires excellent relationship management and communication skills. More generally, it requires skills and values in terms of integrity and transparency, sensitivity to diversity, orientation towards learning and knowledge sharing, sensitivity to “customer orientation” and change , a sense of responsibility, concern for quality and collaboration. The work involves political sensitivity.
Relevant areas of knowledge and expertise include youth employment, in particular the preservation and restoration of the environment through green jobs, the situation of young people furthest from employment and training, public employment services and social policies, adaptation and resilience to climate change and disaster risk implemented at community level, youth engagement and participation in dialogue and decision-making, mediation and conflict prevention/management.
In addition to the above, the following skills are required: Ability to work on own initiative and in a team. Ability to deal with people tactfully and diplomatically. Good computer skills. Good organizational skills.
