Action Against Hunger is well known for its expertise in Nutrition and Health. It started working in Afghanistan in 1995..I ts very first mission, has seen a strong focus on emergency responses, targeting primarily refugees, Internally Displaced Persons, and flood/drought affected populations. Integrated projects in Nutrition and Health, Water, Sanitation and Hygiene, Food Security and Livelihoods, and in Mental Health and Care Practices are implemented . Our work with local partners is essential to gain access to more geographical areas.
In 2023, two-thirds of Afghanistan’s population will need urgent humanitarian assistance to survive as the countryenters its third consecutive year of drought-like conditions and the second year of crippling economic decline while still reeling from the effects of 40 years of conflict and recurrent natural disasters. The mission employs 697 staff in five operational bases : Kabul, Helmand, Ghor, Daikundi, and Badakhshan. ACF teams address the underlying conditions leading to deadly malnutrition and food insecurity and provideaccess to basic health services
Kabul base hosts the coordination office in charge of implementing water, sanitation and hygiene and nutrition projects aiming to reduce acute malnutrition in the Kabul Informal Settlements and in 26 health facilities. Social Opportunities do exist although there are some restrictions in place thus a recruit must be comfortable with having limited outlets for entertainment.
Votre poste et vos responsabilités
Under the supervision of the Deputy Country Director, you will lead in Supply Chain Management of large-scale procurements for BHA, FCDO, BMGF, BMZ, and EU-funded projects in the Afghanistan Country Mission, ensuring strong logistical performance and coordination at the country level to provide optimal support to programmes and coaching to the Logistics department.
More precisely, you will be responsible for the following missions:
- Contribute to the definition of the country office’s strategy.
- Develop the country office’s logistics strategy (procurement, transport, storage, vehicle fleet, etc.).
- Provide logistical information to other departments for the definition of the country strategy.
- Coordinate logistics at the national level.
- Implement and enforce ACF logistics rules in compliance with donor guidelines within the country office.
- Manage international transport in collaboration with HQ.
- Monitor the international supply chain, logistics actors, and import processes.
- Ensure the relevance and monitor the implementation of the country office’s safety policy, and contribute to the implementation of the Country Office safety policy.
- Define the security rules for the Country Office in accordance with ACF standards (e.g., electrical standards, etc.).
- Coach on the role & responsibilities of the Logistics department (Acting HOD/DHOD & Log Managers) and Partners.
- Prevent and manage situations of fraud and corruption.
- Coach, mentor, and support the Logistics team in the capital and on bases.
- Identify external training needs for the logistics team.
- Set up a training work plan for the next year with the participation of the Logistics Deputy head Of Department and the Regional Logistics Advisor.
Votre profil
You hold a Bachelor’s degree in Accounts, Finance, Logistics, Business Administration/Management, Engineering, and/or other related fields, with at least a minimum of 5 years of extensive experience in logistics management as Head of Logistics Department and/or Supply Chain Management, preferably in humanitarian and development contexts.
Previous work experience in Afghanistan, including ACF’s previous experience in the logistics department, will be an added asset.
You have the ability to organize and prioritize workload, using initiative when appropriate and demonstrating good judgment.
You are flexible and able to live and work in a stressful and insecure environment.
You have strong organizational and management skills and the ability to coordinate a diverse range of people and responsibilities.
Vos conditions d’emploi
- 6 months fixed term contract under French or Afghan labor law

Salary
- Monthly gross salary from 2597 to 2968€ upon experience
- Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
- Annual salary increase: 6% increase after and each 12 months of continuous contract
- Monthly per diem and living allowance: 645€ net, field paid
- Monthly country allowance: 450€

Pourquoi nous rejoindre ?
There was a long gap in the Head of Department position in the mission, and the previous Head of Department Logistics was assigned different roles and didn’t focus on building the capacity of the Logistics department. It is important for the Country Mission to recruit an experienced logistics professional who can support the Afghan logistics team on large procurements (especially tenders), improve the supply chain strategy/response, coach the Acting Head Of Department, Deputy Head of Department, and build the capacity of the logistics team until the end of the year 2024.
