Duties & Responsibilities

• Organize and facilitate regular sub national here after referred to regional cluster coordination meetings and information sharing to ensure appropriate coordination between all health partners at regional level. This includes regular meetings at regional and provincial level when appropriate.

• Provide regular inputs to the national level cluster meetings, cluster bulletins, raise key issues required support from the National level with National Coordination team, etc.

• Conduct mapping of current and potential health actors and services – government, national and international organizations as well as institutions, private sector. Act as focal point for inquiries on Health Cluster’s response plans and operations at the regional level for OCHA and WHO’s regional office.

• Support coordination of assessments, identification of needs, rapid assessments, humanitarian needs overview (HNO), etc.

• Promote the use of agreed Health cluster tools, standards and guidance for surveys and assessments.

• Ensure effective links with other clusters (e.g. Nutrition, WASH, Food Security and Livelihoods, Shelter/NFIs, Protection and Education) and OCHA.

• Ensure integration of cross-cutting issues (e.g. Human rights, protection, age, gender, people with disability, environment, , people-centered and community based approaches) by ensuring cross-cutting issues are addressed in planning, implementation and monitoring of emergency health interventions.

• Promote gender equality by ensuring that needs, contributions and capacities of women and girls as well as men and boys are addressed in the design and implementation of emergency health interventions.

• Provide National Health Cluster with inputs for the Humanitarian Response Plan (HRP) and Health Cluster Strategy that will ensure regional inputs are reflected, including identification of people in need.

• Ensure that Health Cluster response is in line with the HRP and Health Cluster Response Strategy and plans, existing policy guidance and technical standards.

• Regularly monitor implementation of emergency health activities in all provinces covered by the region to ensure that cluster members are adhering to national and international best practices and guidelines.

• Draw lessons learned from past activities and provide inputs to the National Health Cluster for revising strategies and action plans accordingly and identify potential capacity gaps to be addressed by the National and Regional Health Cluster Coordinators jointly.

• Develop and facilitate implementation of the contingency and preparedness plans for the regional cluster when required, under the guidance of the National Health Cluster Coordinator.

• Undertake regular monitoring visits to all provinces covered by the region, following the Health Cluster monitoring framework (encourage peer monitoring where appropriate).

• Assess health partners’ capacity for the implementation of emergency health programs, develop and implement capacity building plans with support from the national health coordination team.

• Liaise with the national cluster to ensure the capacity for emergency health response is enhanced based on the mapping and understanding of available capacity.

• Support efforts to strengthen the capacity of the cluster partners and local authorities on emergency health response.

• Support cluster partners in identification of core advocacy issues, including resource requirements, and communicate those to the National Health Cluster.

• Facilitate feedback mechanism, ensuring that response focused on affected population and partners use the AAP in their planning, implementation and monitoring.

• Work closely with the national health cluster information management in Kabul, facilitate the collection of relevant cluster data using cluster approved tools from all partners, implementation and dissemination of data related to the Logframe, 4W database and other data as needed.

Job Requirements

• Essential: University degree in medicine or public health and postgraduate degree in public health

Experience

• Essential: At least three years working experience in the development and implementation of emergency health programs.

• Desirable: Working experience with UN and/or other international organizations.

Duties & Responsibilities

The incumbent will perform the following duties:

Working under direct supervision of the respective Provincial Polio Officer, the incumbent will work in close coordination with the Provincial PEI Manager; the incumbent data clerk will undertake the following duties:

1. Compile all data related to supplementary immunization activities including pre-, intra-, and post-campaign activities.

2. Compile the administrative (reported) coverage and intra-campaign monitoring data of all supplementary immunization activities (OPV and OPV/IPV).

3. Compile and feed forward polio surveillance related data.

4. Validate and clean all the compiled data; and maintain repository of the provincial data.

5. Feed forwards the validated data to the regional and provincial levels as per the program timelines.

6. Any other as assigned by the supervisor.

Job Requirements

1. A national of Afghanistan

2. Diploma/Degree in Computer Science/IT

3. Minimum 2 years of relevant data management experience.

4. Experience in international agencies is an asset.

5. Good working knowledge of English and local languages.

6. Resident of the area of assignment or proven affiliation/familiarity with it.

7. Ability to work harmoniously as a member of a team and adapt to diverse social and cultural backgrounds.

8. Maintain high standards of personal conduct and integrity.

Provincial Polio Officer (PPO):

Duties & Responsibilities

Technical and Administrative control:

Working under direct supervision of the WHO Polio Team Lead in the Region and Polio Team Lead/AFG and the overall supervision of the WHO Representative, the Assistant Regional Polio Officer will undertake the following duties:

I. Acute Flaccid Paralysis Surveillance:

i. Oversee, supervise and monitor AFP surveillance activities in the region.

ii. Make his monthly plan and approve from his supervisor.

iii. Produce monthly report on the implementation of the monthly plan

iv. Ensure that all PPOs make monthly plans reflecting AFP surveillance activities and implementation report

v. Maintain the AFP linelist, rec. files and hard/soft copies of AFP surveillance data for the region

vi. Ensure that updated rec. file is shared weekly with the country office.

vii. Provide updated information on any activity related to AFP surveillance

viii. Regularly review the AFP surveillance network and include the health facilities which get operationalized and add the care providers and reporting volunteers using the healthcare contacts information.

ix. Participate/supervise the training session for focal persons , healthcare providers and reporting volunteers

x. Keep balance between SIAs and AFP surveillance activities in monthly plans.

xi. Supervise/monitor active surveillance visits.

xii. Produce Active surveillance/Zero report data to the country office on monthly basis.

xiii. Analyze data on AFP surveillance and use the information for action. Share the information with Medical officer/ RPO and other relevant persons and field staff.

II. Supplementary Immunization Activities (SIAs):

i. Provide technical Assist to provincial and district teams in the region for improving planning and microplanning for SIAs.

ii. Review and revise microplan after each round of with support from PPOs and DPOs,

iii. Conduct/Supervise training of cluster supervisors, FLWs, ICM, PCM, and LQAS monitors.

iv. Supervise/monitor SIAs and submit report to the Regional TL

v. Support data collection, compilation and analysis after completion of SIA rounds.

vi. Report to Regional Team Leader any information related to access or issues related to implementation of PEI activities.

vii. Support the regional team in timely distribution of vaccine, logistics and supplies.

viii. Support and the district and provincial polio officers to achieve SIAs coverage above 95%.

III. Monitor EPI activities.

i. Facilitate regular coordination meetings with all PEI/EPI implementing partners.

ii. Assist MoPH and oversee Vaccine Preventable Disease Surveillance and reporting AEFI.

IV. Other:

Assist the Regional Team Lead/Medical Officer on any other related tasks assigned like assignments from Regional Emergency Operational committee (EOC) and Regional Rapid Response Team (RRRT)

Job Requirements

1. A national of Afghanistan

2. Compulsory Medical Degree (MD or equivalent)

3. At least 7 years of relevant technical and managerial experiences with the PEI program. Experience in international agencies is an asset.

4. Good working knowledge of English, local languages

5. Mandatory computer literacy with good skills in presentation of technical details and in drafting of correspondence and reports.

6. Ability to maintain AFP surveillance data base.

7. Ability to work harmoniously as a member of a team and adapt to diverse social and cultural background.

8. Maintain high standards of personal conduct and integrity.

9. Willingness to work long hours and weekends, especially during important activities such as conferences/meetings, vaccination campaigns, and other essential events.

At least 5 years of relevant Technical and Managerial experiences, preferably with National or international agencies.

PEI/EPI experience required

Languages: Very good working knowledge of English and the local languages.

IT Skills:

-Good working knowledge on word, excel and power point and able to use internet browsers
