- Former member of Armed Forces in the rank of Major, Lieutenant Commander or Squadron Leader or above and having operational experience will be preferred.

- Must have prior experience in conducting training, preferably on IHL/IHRL.
- International deployment abroad (e.g., with UN missions) will be considered as asset.
- Critical analysis and interpersonal skills.
- Excellent report writing and computer skills.

WHO WE ARE
- The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
THE PURPOSE
- The Armed Forces and Security (FAS) Program Adviser assists the FAS Delegates in implementing the FAS programmes, including planning, carrying out, assessing, and following up FAS activities. S/he maintains contact with authorities, mainly military or security bodies (but not limited to that) at various levels, and participates in meetings with different contacts, in a leading or supporting role.
MAIN DUTIES AND RESPONSIBILITIES
- Supports the ICRC Delegation in drafting the departmental strategy and plan of actions and related budget and in integrating it in the annual planning exercise (Planning for Results), in support of the delegation’s main operational priorities and strategy.
- Prepares, conducts, assesses and follows up dissemination activities with the military or security forces (police, etc.) on international humanitarian law (IHL), international human rights law (IHRL), international standards of policing and ICRC mandate and activities.
- Contributes to providing FAS-related advice to the delegation on security matters, including ongoing military or police operations (if relevant).
- Supports the delegation in FAS-related matters, at his level of expertise.
- Monitors and reports on print and electronic media publication regarding Armed and Security activities relevant to ICRC’s work.
- Develops and maintains a significant network of interlocutors within Bangladesh Armed Forces, Security and Paramilitary Forces, at both working and management levels and keep the list of interlocutors updated.
- Deals with sensitive and high-ranking interlocutors and acts as the “point of contact”, especially for non-English speaking members of armed and security forces.
- Produces, when needed, analysis on specific problematics of relevance.
- Ensures, when needed, the translation and interpretation with non-English speaking interlocutors.
- Ensures the compilation of appropriate training and promotional materials such as publications, audiovisuals, banners, folders, invitation cards, etc., for the upcoming training events with armed and security forces. Leads the delegation security/safety meetings and analyses political and other developments and their potential safety impacts on ICRC staff, assets, and operations.
