Associate Programme Officer Organizational Setting and Work Relationships The Associate Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Program officer and may supervise a small team of local staff. He/she may refer to UNHCR¿s Programme Manual (Chapter IV), UNHCR’s corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance. The Associate Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. The incumbent will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR¿s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate positions on SDGs. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties – Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning. – Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities. – Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps. – Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions. – Support the revision and analysis of plans, mid-year and year-end reports of UNHCR office(s) in the Area of Responsibility AoR), ensure quality assurance and compliance with established policies, guidelines, procedures and standards. – Assist in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern. – Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others. – Contribute to ensure consistent and coherent monitoring approaches, tools and systems across the region, in line with global standards and polices. – Actively contribute to UNHCRs programming of community of practice and continuously contribute to improvements of programming tools and processes. – Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues. – Perform other related duties as required. Desired Candidate Profile
The Associate Programme Officer for SO Jalalabad covering also FO Gardez while managing 8 partners should have a broad range of skills including solid analytical, drafting, communication, negotiation, diplomacy, stakeholder management skills as well as leadership and management skills as the incumbent will be supervising programme, CBI and shelter units. Experience working with defacto authorities and in complex operations, emergency management including understanding of the humanitarian coordination architecture related to IDPs is essential. The operation has a multiple-year strategy to address the Return and Reintegration as well as finding solutions for IDPs and returnees. Having multiple donors funding might impact the levels of OL during the year. Major component of 2023 OPS OL is devoted to new flagship program of support to IDP return/Reintegration (CARE) with $30 million budget, of which a large amount will be distributed as cash grants to PwS. Therefore it would be of added advantage if the candidate has prior experience in CBI.
Ability to build consensus and maintain team spirit in a difficult operational context like Afghanistan. Should be a team builder. Strong cultural sensitivity and emotional intelligence is required to lead and effectively coordinate a multi-cultural team comprising inter-agency process in the effective implementation of the programme cycle.

Nature of Position:
The incumbent of the position will be based in Jalalabad Sub-Office and expected to provide support on programmatic aspects, operational budget overview, Partnership management and providing guidance to the Programme unit and the Head of Sub-Office on Programme issues. S/he will also provide support to ensure a consistent application of the framework for implementing with partners, risk-based project performance monitoring, and risk-based project audits, among others
Under the supervision of the Head of Sub Office the incumbent will supervisee the 1 NOA and 3 GS staff. The incumbent will manage 5 Partnership Agreements, including amendments in Focus and detailed yearly planning COMPASS. S/He will follow up on regular programming through Direct Implementation, in particular the ongoing construction projects and support the office to complete identification of new construction projects. In addition the incumbent, will support all planning, assessment and implementation processes at the office level through MFT.
Living and Working Conditions:
Afghanistan is a high-risk country with a very complex operational environment, characterized by uncertainty and frequent security incidents. The Sub Office is supervised by the Head of Sub Office, P4 and supported by Protection Officer, P3. At SO Jalalabad, international staff are accommodated in a SRMM compliant shared accommodation within the office compound where each staff has an independent self-contained room with shared basic facilities. Very basic infrastructure as well as leisure and recreational amenities consisting of satellite television and a well-equipped gymnasium are available.
UNHCR office is in PD3 Jalalabad city, the office operates a dedicated (UN approved) guest house with 8 big rooms which is home to a small permanent UNHCR international staff. The facility also accommodates visiting UNHCR international personnel from Kabul and other regions. The guest house is located with the UNHCR office in Jalalabad.
There are restricted movements within Afghanistan and all movements is strictly by Armoured Vehicle or by air and no road. A 4-week R&R cycle, staff are highly encouraged not to delay. Considering the serious restrictions on staff movement, it is crucial to demonstrate a record of maintaining a positive attitude whenever confronted with adversity and restraints in social life. Staff interested in the position should be mentally, psychologically, and physically fit and ready to face situations when required to be locked down in compound bunkers for an extended period due to security incidents.
Access to healthcare facilities is constrained by shortage of doctors, medical equipment, and poor standards of care. General lack of sufficiently trained health workers and quality medicines in both public and private medical facilities. UNHCR and UN agencies jointly run JMS Level 1 medical clinic and satellite located in ICON. Staff members on special prescription should travel with sufficient quantity.
Eastern Region consists of four provinces: Nangarhar, Laghman, Kunar, and Nuristan. With Jalalabad City being the regional capital. Three of these provinces, Nangarhar, Kunar, and Nuristan have a long border with Pakistan. The border is defined along what is known as the Durand Line. The borderline is not agreed upon between the two countries, the reason we witnessed several clashes and standoff attacks between the forces of two countries. Security situation is unstable, volatile, unpredictable . A daily radio check is mandatory.
