Must have 5 years of experience in procurement related work in NGOs and microfinance activities. Must have good communication skills. Computer skills, experience in presenting reports in Excel and PowerPoint is required.

Responsibilities & Context

The Disadvantaged Health Center (DSK) has been implementing developmental and socio-economic activities for the poor people in urban and rural areas of Bangladesh since 1988. DSK is certified by the Microcredit Regulatory Authority (MRA) (Certificate No. 369). DSK has been implementing microfinance activities since 1993 in collaboration with Palli Karma-Sahayak Foundation (PKSF), commercial banks and other donor agencies. DSK invites applications from qualified candidates for the following positions to implement the loan activities.

Responsibilities and Duties:

  • Prepare procurement plans, assist in preparing procurement requirements for DSK’s head office, loan operations branches and projects (including hospitals) at the beginning of the year, and play a proactive role in ensuring timely completion.
  • To carry out the final process by determining an acceptable group of potential vendors/suppliers through market verification and price analysis, with prior preparation to update the vendor/supplier list from time to time for the purchase/performance of various products, services and activities of the organization in accordance with the organization’s procurement policy.
  • Assist in the preparation of Specifications/Technical Specifications, RfQ/ItB, Tender documents for the organization’s head office, loan activities and procurement work for all projects.
  • Review, comparative analyze and submit to the authorities the purchased goods and services and meet with the purchasing committee to confirm the supplier organization along with the justification for the purchase and make it suitable for issuing work orders;
  • Ensuring proper storage of the organization’s warehouse management, monitoring whether purchased materials are being distributed correctly according to the list; ensuring recording in the stock register and updating information in the software.
  • To ensure that the proper flow of procurement of works, goods and services is maintained as per the procurement plan and monthly/quarterly/six-monthly reports related to procurement are prepared (with necessary analysis) to ensure that procurement activities are progressing properly.
  • Identify and mitigate risks associated with the procurement process by selecting the right supplier, rationalizing costs under negotiated terms favorable to the organization, and ensuring timely and appropriate delivery.
  • Ensuring the continuity of the subsequent process (related to Technical & Financial Evaluation) including inserting appropriate information in the purchase note/purchase requisition.
  • Where applicable, keep up-to-date information on changed procurement regulations and their potential impact, and send updated information on procurement work to the head office, branches and projects at the beginning of the financial year/inform all concerned.
  • Protect the confidentiality of all information related to purchases, avoid conflicts of interest, and above all, ensure good value for money in purchases.
  • Properly store and manage all files related to procurement work.
  • To increase the dynamism, transparency, and efficiency of the procurement process through the use of new technology or software in procurement and to work on improving the skills of procurement team members.

Compensation & Other Benefits

a) Salary and Allowances: Total monthly salary is 66,125 taka. Salary 60,175/- (Basic salary 30,500/-, House rent 75% (22,875/-), Medical allowance 2,000/- and Travel allowance 4,800/-), and other allowances 5,950/- (Special allowance 1,500/-, Mobile and Internet allowance 1,300/-, Health care allowance 100/- PF (Organization) 3,050/- taka). In case of candidates with additional qualifications, the salary will be determined subject to negotiation.

b) Other benefits: Two festival allowances, Baisakhi allowance, provident fund, gratuity, earned leave allowance, healthcare and other benefits will be applicable.
