Context :
The International Rescue Committee is a leading provider of humanitarian assistance, early recovery, and development in the Republic of Burundi. The IRC began working in the Republic of Burundi in 1996 to address the humanitarian needs of crisis-affected populations, including refugees. Currently, the IRC works in the areas of governance and community reconstruction, integrated protection, and economic well-being or recovery.
The IRC, with the support of the European Union, will implement a consortium with SAD, AFRABU and Jrs a project aimed at providing a holistic response enabling refugees and other vulnerable people in the host community to access multi-sectoral assistance in a safe and equitable manner, while reducing the use of negative coping mechanisms. This 24-month project aims to reintegrate refugees by improving access to livelihoods and promoting social cohesion that promotes stabilization .
Job Description:
The ERD Assistant will work under the direct supervision of the Economic Development and Recovery Officer. The main objective of the ERD Assistant position is to contribute to the planning, implementation, monitoring and evaluation of the activities of the economic component of the integrated response project to promote the protection and resilience of returnees in Burundi. He/She will also be responsible, on the one hand, for the establishment of village savings and credit associations (AVEC) and the application of the Economic and Social Empowerment (EA$E) approach, and on the other hand, for supporting returnee associations/cooperatives in the conduct of economic activities. He/She will work in collaboration with the appropriate government authorities, civil society organizations and farmers’ associations/cooperatives for the implementation of the activities of the economic component of the project, he/she will be the first respondent of the IRC in the project province.
Main responsibilities:
Establishment of village savings and credit associations ( VSLAs) and application of the Economic and Social Empowerment ( EA$E) approach:
- Work closely with ERD Community Facilitators to ensure that beneficiaries are supported in accordance with defined principles and standard operating procedures;
- Work with partner staff to ensure that vulnerable repatriated cases are treated as a priority;
- Support mobile data collection activities at intervention sites and in the host community;
- Collaborate with authorities and community leaders to integrate the program objectives and achieve the proposed targets;
- Work closely with the ERD officer and the partner in planning and organizing training sessions for refugees/especially young people identified in cash for work;
- Develop, in collaboration with the AVEC committees, detailed work plans for the implementation and development of members’ activities;
- Monitor all agricultural activities and environmental protection on a daily basis ;
- Provide, by ensuring quality control of agricultural entrepreneurship activities in target communities;
- Ensure that data collection tools are used appropriately and that data are recorded and analyzed within the planned timeframes;
- Ensure the implementation of activities within the planned timeframes and in a satisfactory manner;
- Facilitate the connection of young entrepreneurs with AVECs;
- Conduct regular supervisory visits to target communities.
Support for entrepreneurs including youth groups in marketing:
- Working with ERD Facilitators to provide technical support to refugees and other community members who support entrepreneurship;
- Support the development of income-generating activities for beneficiaries;
- Monitor conditional cash transfer programming activities;
- Provide technical support to FCs to work with entrepreneurs by promoting activities geared towards supporting agricultural value chains and environmental protection;
- Plan and organize, with the support of the economic recovery and development officer and the partnership officer, training sessions for groups of entrepreneurs, according to the IRC’s “Learn to Win: L2E” approach;
- Sustainably connect entrepreneurs to financial institutions and monitor the execution of people’s income-generating activities;
- Support the planting of agro-forestry trees on the site and in the host community;
- Facilitate the participation of entrepreneurs in events that can facilitate their connection to major and local markets;
Human resources management:
- Provide direct supervision of the project Facilitators/ERDs;
- Conduct the FC performance review and ensure performance cycle management;
- Participate in the identification of CF training needs and training opportunities;
- Contribute to building the program team by promoting team spirit and strengthening cohesion among community facilitators and community structures.
General
- Commit to respecting IRC Way (or Code of Conduct/Mandatory Reporting Policies;
- Commit to ensuring the implementation of these policies in their work environment;
- Commit to respecting the Internal Regulations in force at IRC;
- Participate in team meetings at the local level and contribute to the development of team spirit and strengthening of the cohesion of the program team;

QUALIFICATIONS :
- Hold a degree in sociology, economics, community development and/or any other related science;
- Have at least 2 years of experience in implementing economic activities with communities;
- Have worked at least two years with a humanitarian and/or development organization;
- Ability to communicate and develop good working relationships with other IRC agents;
- Good speaking and writing skills in French and Kirundi;
- Ability to work in a team and with less supervision;
- Have knowledge of software: Word, Excel, Outlook, etc.
- Have the ability to withstand stress and work under pressure and in difficult conditions;
- Strictly adhere to IRC’s Child and Adult Safeguarding Policy and all other policies, including those relating to security and fraud prevention;
- Commit to respecting and implementing IRC’s Safeguarding policies.
