Setting up and Reporting

This position is located in the Regional Office for South-Eastern Europe (ROSEE) – Passenger and Cargo Border Team (PCBT) implementing the Container Control Programme (CCP) and the Airport Communication Programme (AIRCOP) with duty station in Istanbul, Türkiye, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). PCBT operates under the Border Management Branch (BMB)/DO, and the incumbent will work under the direct supervision of the PCBT Finance and Budget Officer, ROSEE, and the overall guidance of the Representative, ROSEE. Responsibilities

The focus of the PCBT is to assist law enforcement agencies to identify and inspect high-risk passengers and cargo, including illegally trafficked timber. The incumbent will work in the Programme Management Team in Istanbul to assist with financial administration and the backstopping of field activities. Within assigned authority, the incumbent will perform the following tasks: • Serve as focal point for administrative coordination of programme implementation activities on reducing tropical deforestation, involving extensive liaison with diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc. • Assist in the coordination of programme planning and preparation work, monitor the status of programme proposals and receipt of relevant documentation for review and approval. • Assist in developing work plans and budgets, monitoring programme outputs and measuring performance against objective indicators and timeline. • Assist in the drafting of project documents, especially budgets and costed work plans; review documents for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identify inconsistencies; distribute project documents to relevant parties for review, support coordination to respond for comments. • Assist with the creation of grants and drafting of budget revisions; verify availability of funds; assist with monitoring the implementation of expenditures per funding agreement ensuring alignment with project budgets, and ensure necessary approval and entry in computerized budget system. • Assist with the preparation of grants overviews and interim and final financial reports for the grants, cleaning of open items, including liabilities and adjustments, and process the return of unspent funds to donors; • Assist with processing payment requests for Implementing Partners in the IP module; • Compile, summarize and enter data on project delivery; draft related progress and status reports, identifying shortfalls in delivery, budget overruns, etc., draft correspondence on budget-related issues, and bring to the attention of the project coordinator. • Compile, summarize, and present basic information/data on the programmes and related topics or issues. • Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Document requirements and background information used for data analysis. • Efficiently process invoices and reversals within the SAP Enterprise Resource Planning System (ERP). • Ensure, when applicable, timely VAT reimbursements to UNODC. • Provide support in developing procurement plans for all project activities to achieve project objectives on time. This includes collecting, registering, and maintaining all relevant information on programme activities. • Assist in all activities related to the implementation of the UNODC portfolio including organizing meetings, training courses, workshops, conferences, study tours, as well as missions of the programme staff or official UNODC travellers. • Provide support in the planning and implementation of procurement cases of goods and services as per project activities and in line with UN procurement regulations and financial rules on an ongoing basis, including preparation of terms of reference and technical specifications for sub-contractors to ensure qualitative and objective procurement of goods and services, creation of shopping carts and/or submission of detailed requests for LVA creation. • Assist with planning official missions as per project activities, including logistical arrangements, timely requests for quotations, submission of travel requests and expense reports. • Contribute to liaising with UNDP in Türkiye and other countries financial and operational units as and when required on administrative/financial/procurement issues. • Perform other work-related duties as required.

Requirements

Education
Advanced university degree (Master’s degree or equivalent), in business administration, finance, budget, accounting, management, or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of two years of progressively responsible work experience in finance, administration, budget, business administration, auditing, programme management or a related area with a first level university degree is required. The minimum years of work experience is reduced to 0 for applicants with an advanced university degree. Work experience with administrative support for a technical assistance programme in an area relating to drug control, crime prevention, criminal justice or similar field is desirable. Work experience with SAP based applications, such as Umoja, is desirable. Work experience within the United Nations System or similar international organizations is desirable. Work experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Turkish is desirable. Knowledge of other United Nations official languages is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
