Founded in 1933, the International Rescue Committee (IRC)’s mission is to help people whose lives and livelihoods have been affected by conflict and disaster survive, recover, and take charge of their futures. The Democratic Republic of Congo has received funding from the International Development Association (IDA) in the form of a credit, through the Eastern Democratic Republic of Congo (DRC) Stabilization and Recovery Project – STAR EST Project.
In one of the components of this project, in favor of the prevention and response to GBV, the STAR EST Project requested the consultancy services of the IRC in the DRC as an umbrella NGO (Holistic) to ensure the Prevention of gender-based violence and integrated support for survivors and other vulnerable people at the community level in the Provinces of North Kivu, South Kivu and Ituri. The IRC will have to coordinate, support and ensure the capacity building of partner structures working in the care of GBV survivors, in particular the NGO SOFEPADI and the 5 Integrated Multisectoral Service Centers (CISM) targeted by the Project.
Under the supervision of the Financial Management Manager, the Finance Assistant – Cashier will have as main function the payments and collections according to the IRC policy on cash management and also in accordance with the financing procedures of the International Development Association (IDA). He/she will also be responsible for archiving financial records (payment vouchers and supporting documents) in paper and electronic form after scanning. The Finance Assistant – Cashier will perform any other task requested by his/her supervisor.
Performance will be primarily measured by the accuracy of payment documentation, proper maintenance of IRC cash, timely payment processing, and proper and systematic filing of all financial documents.
This position is based in Bunia with field travel.
KEY RESPONSIBILITIES
- Track payment documents and obtain their financial review and approval;
- Maintain the journal of advance settlements and submit them to the Financial Management Manager on a weekly basis;
- Carry out the initial verification of purchasing and other files before submission to the Financial Management Manager;
- Validate cash and liquidation journals in Integra system before posting by the supervisor;
- Perform cash entries and exits at the cash register in accordance with IRC policies and established procedures;
- Conduct pre-verification of payment requests for accuracy prior to making payments (verifying signatures, verifying compliance with the approval matrix, verifying supporting documents, and verifying any other payment requirements according to IRC rules);
- Make withdrawals and deposits at the bank and ensure that the bank and cash book are kept up to date;
- Affix the word “PAYE” on all payment requests and their media immediately after payment;
- Conduct a cash count and compare the cash balance with the cash book balance daily with the supervisor. Maintain the filing of the cash count document;
- Provide information to the Financial Management Manager during bank reconciliation;
- Manage the filing and archiving of financial documents in paper and electronic form after scanning as required by IRC policy. Financial documents must be filed logically and kept in a secure location and will only be accessible to authorized individuals;
- During audit work, search for payment documents requested by auditors;
- Participate in the general inventory of IRC assets;
- Work with the Financial Management Manager on the third-party payment reporting report;
- Assist the supervisor in the reconciliation of balance sheet accounts and follow up on the settlement of advances,
- Perform any other duties assigned by the supervisor and hierarchy.
Minimum Qualifications:
- Minimum state diploma in commercial and administrative sciences;
- Minimum 3 years of experience in finance;
- Knowledge of MS Excel and MS Word;
- Ability to work in French. Ability to work in English and Swahili is an advantage;
- Very high level of honesty;
- Flexibility and respect for deadlines;
- Able to work under pressure;
- Be proactive.

In order to support women, IRC offers special conditions to women by paying 14 weeks of maternity leave at 100%.
