Brief introduction to the Afghan Red Crescent Society:

The Afghan Red Crescent Society, established in 1934, is an independent, humanitarian organization recognized by the Government of Afghanistan as a support organization for government agencies. It plays a key role in providing disaster response services. It conducts its activities in accordance with the principles of humanitarianism, impartiality, non-partisanship, independence, voluntary service, solidarity and universality. The Afghan Red Crescent Society, among others, is tasked with assisting disaster-affected communities, providing emergency shelter, distributing relief supplies to vulnerable people, and providing various health and other essential services to the community. The society has 7 regional branches and 34 provincial branches and more than 20,000 staff and trained volunteers. The main working partners of the society are the International Federation of Red Cross and Red Crescent Societies, the International Committee of the Red Cross, the Norwegian Red Cross, the Qatari Red Crescent, etc.

Job Description:

The position of Disaster Officer has been established to evaluate, coordinate and support all joint activities for the North-East Zone of the Disaster Management Authority of Syria – Kunduz, which is a collaboration between the North-East Zone of Syria and the Red Cross Economic Security Department. He/She will manage, implement and report on the joint activities of the North-East Zone of Syria and Economic Security in coordination with the provinces of the North-East Zone of Syria in accordance with the agreement and guidelines. The Disaster Officer should play the role of a mediator between the Economic Security Department, the Central Disaster Management Authority of Syria and the North-East Zone so that joint activities are carried out in accordance with the agreement. In addition, there is a long-term joint support, which is also ensured by the increase in capacities. The Disaster Officer has good relations with both parties for the good implementation of projects. The place of work of this position is (North-East of Syria – Kunduz), but all joint activities should be monitored and supported at the level of the provinces of Syria.    

Role and Responsibilities:

  • Under the supervision of the Northeastern Zone-Kunduz Disaster Area Manager, the Disaster Officer shall work closely with the Regional Disaster Management Team present in the provinces of the province to effectively implement economic security and joint projects of the province. For example, the Multilateral Cash Transfer Project, the Agricultural Project, the Cash-for-Work Project, and other emergency projects.
  • The disaster field team should provide support and guidance throughout the project cycle (assessment, project planning, implementation, monitoring and reporting) and on joint projects.
  • Organize courses for volunteers and other emergency personnel in the Northeast Zone, as well as coordinate well with the Red Cross training and the Emergency Management Center in the Northeast.
  • Review reports from field staff related to economic security and joint monthly projects, such as assessment reports, project proposals, distribution, and distribution monitoring, in coordination with the Central Disaster Manager.
  • Follow up on relevant aspects of the work and keep the Northeast Zone-Incident Manager informed about joint activities.
  • Translate and support project documents from English to local languages ​​and vice versa.

Assist the Northeast Zone – Incident Manager in all administrative matters and other procedures related to financial security and joint monthly activities.

Job Requirements:

  • Have a university or vocational degree in disaster management or food security.
  • Be fluent in English and local languages ​​(Pashto and Dari).
  • Have computer programming skills
  • Generally, you should have 2-3 years of professional experience, of which at least 1 year should be in a similar role.
  • Experience working with a non-governmental organization or international organization would be an asset.
