The Montreal Protocol is an international treaty designed to protect the Earth’s ozone layer. It was agreed upon in 1987 and entered into force in 1989. The Peruvian government has been a signatory to the Montreal Protocol since 1987 and ratified it in 1993. Its main objective is to phase out the production and consumption of ozone-depleting substances, such as chlorofluorocarbons (CFCs), halons, and other related compounds.

On the other hand, the Kigali Amendment, adopted in October 2016 during a meeting in Rwanda, is a modification to the Montreal Protocol that focuses on reducing the use of hydrofluorocarbons (HFCs), greenhouse gases used in refrigeration and air conditioning systems. This amendment establishes a timeline for developed countries to progressively reduce HFC production and consumption, while granting developing countries longer deadlines. The Peruvian government ratified it in 2019.

The competent authority for the implementation of the Montreal Protocol in Peru is the Ministry of Production of Peru (PRODUCE), through the General Directorate of Environmental Affairs and Industry (DGAAMI). This entity is responsible for implementing and promoting national actions to comply with the country’s commitments under the Protocol.

Within the framework of these international agreements, the United Nations Development Programme (UNDP) is currently assisting the Peruvian Government, through the Ministry of Production (PRODUCE), in the management and design of the Montreal Protocol and Kigali Amendment Project Portfolio, which includes the following projects:

  • HCFC Phase-Out Management Plan – PGEH, Phase II for Peru.
  • Hydrochlorofluorocarbon (HCFC) Phase-Out Management Plan – PGEH, Phase III for Peru.
  • Preparation of a Roadmap for the implementation of the HFC Phase-Down Strategy (KIP Stage I).
  • Support for the Implementation of the Strategy for the Gradual Reduction of Hydrofluorocarbons (HFCs) (KIP Stage II).
  • Preparation of a national inventory of controlled substance waste banks and development of a national management plan for these substances.

In this regard, the hiring of a Project Management Associate is required to provide assistance with the administrative, logistical, and financial aspects carried out within the framework of the Montreal Protocol and Kigali Amendment Project Portfolio.

Duties and Responsibilities

 Under the direct supervision of the UNDP Environment Officer and in coordination with the National Project Director, the Project Management Associate will carry out the following activities:

1. Support in the Administrative and Financial Management of the Montreal Protocol Project Portfolio

  • Support for the administrative and financial monitoring of the Montreal Protocol Project Portfolio in order to contribute to its proper implementation and the fulfillment of objectives, in accordance with UNDP standards and procedures in a timely and efficient manner.
  • Supports the monitoring of the execution of all activities, according to the expenditure schedule and the work plan, following the monitoring and control mechanisms that guarantee compliance with the provisions established by UNDP regarding financial management, monitoring, and the preparation and presentation of programmatic and financial reports to both UNDP and PRODUCE, as well as to the donor.
  • Assists in the exercise of budgetary control, ensuring that project activities are carried out within the limits of the approved budget and UNDP rules and procedures.
  • Support for project coordination in reconciling project expenses and commitments with those recorded in UNDP systems (Quantum) and the project financial reports to be prepared by UNDP for presentation to the donor or PRODUCE, as applicable.
  • Monitors, reviews and adjusts, in coordination with the UNDP Program Unit, and PRODUCES the Project Portfolio budget, if applicable.
  • Monitor and/or process the various administrative, accounting, and financial processes generated within the framework of the projects, in order to avoid breach of contract.

2. Inventory and Documentation Management of the Montreal Protocol Project Portfolio

  • Maintain a permanently updated inventory record of the Project Portfolio’s physical resources, given into custody, ensuring their proper use until final disposal.
  • Maintain up-to-date project documentation, including work plans, procurement plans, financial reporting status, requests for requirements and payment compliance, among other management documents.

3. Support for the Mobilization and Contracting of the Montreal Protocol Project Portfolio

  • Provides support for the mobilization of external personnel and the Project Portfolio (processing requests, assigning travel expenses, and settling travel expenses), in accordance with UNDP policies and procedures.
  • Support in the selection and contracting processes for the acquisition of goods and services, as well as in the selection and contracting processes for individuals and travel management in accordance with UNDP policies, standards, procedures, and best practices.
  • Interaction with the Quantum system, in support of the management of: Requirements (Requisitions), Purchase Orders (PO), Vendors, Vouchers, and others.

4. Support in the Logistics Management and Interinstitutional Coordination of the Montreal Protocol Project Portfolio

  • Coordinates the logistical aspects for organizing workshops, meetings and events for the Project.
  • Ensures ongoing communication and coordination in administrative and logistical matters with the Ministry of Production (PRODUCE).

Required Skills and Experience

Education:

  • Completed secondary school. Or,
  • Possession of a bachelor’s/university degree in business administration, accounting, or a related field will be considered a strong consideration, but is not a requirement.

Experience:

  • At least 6 years of professional experience (with a high school diploma) or 3 years (with a bachelor’s degree) related to administrative project management tasks (documentation, logistics, procurement, travel, personnel management, etc.) in public, private, and/or civil society organizations.

Additional Desired Skills:

  • Experience in managing projects executed with UNDP and/or other agencies of the United Nations system is desirable. 
  • Work experience using ERP systems is desirable.
  • Experience in administrative, financial, logistical processes and/or budget management for social projects is desirable.
  • Work experience coordinating with national counterparts or having worked on state projects is desirable.
  • Knowledge of travel expenses, logistical arrangements for travel and project events is desirable.
  • Proficiency in MS Office, especially Excel (use of pivot tables).

Required languages:

Excellent verbal and written communication skills in Spanish. 

Workplace: Lima (PRODUCE – DGAAMI and UNDP offices).

IMPORTANT INFORMATION

 This position is being offered as a regular NPSA position, at NPSA level 6, offering a default salary equivalent to S/ 7,684.93 per month plus additional benefits such as: 8.33% of base salary for retirement pension, vacation time, health insurance, and life insurance.
