Requirements

Education

  • Masters
  • Master’s degree or MBA in Accounting, Management, Finance.
  • Other relevant professional degree/training on Audit Risk & Compliance CA/CIMA/ACCA or equivalent part or full qualified will be an added advantage

Experience

  • At least 5 years

  • Excellent knowledge on VAT and Tax rule of NBR; International Accounting Standard & International Auditing Standard..

Experience:

  • Minimum 5 years internal/external audit experience;
  • Minimum 3 (three) years’ proven work experience in a busy finance or audit department, special preference to work experience in INGO;
  • Hands-on experience with designing and executing successful audit;
  • Hands-on experience of coordinating donors’ audit;
  • Experience of preparing risk matrix and presenting reports and analyzing data;

Skill

  • Advanced computer skills on MS Office, accounting software and databases; Ability to work with large amounts of data and to compile
  • detailed reports; High attention to detail and excellent analytical skills;
  • Sound independent judgement (ability to think objectively, have strong ethical standards, as well as high level of Integrity to adhere to regulations and compliance);
  • Excellent communication skill (to be able to work closely and productively with and present valuable data to other teams, man agers and
  • stakeholders) along with fluency in both Bangla and English Language

Responsibilities & Context

  • DURATION: 31-Dec-2025 (Possible Contract Extension upon Fund Availability)
  • START DATE: ASAP

Independent and continuous assessment of adequacy, effectiveness and efficiency of Internal Control System. Ensure reliability of risk management, deterring and detecting fraud, facilitate both internal and external audit and ensure compliance with ACF rules and procedures in different departments as well as compliance with country laws. This includes ensuring accountability, transparency, consistency and integrity of resource utilization by projects and offices.

Objective 1: To ensure effectiveness and efficiency of Risk Management in ACF Bangladesh operations:

  • Aware about country risk register and support in the mitigation measure on risk management
  • Review risk management system and report to both functional and line manager about the concerns
  • Prepare risk management tools and support both Line Manager and Technical manager to execute it
  • Inform to line manager & technical manager immediately regrading identified matter through audit report with appropriate recommendation.
  • Analyze the identified risk and prepare an action plan for future follow up purpose

Objective 2: To establish full functional of Audit, Risk & Compliance (ARC) function:

  • Support respective program departments with pre Audit assigned tasks
  • Monitor and establish pre audit activities at country level
  • Review report and share with both Line and technical manager from time to time.
  • Support respective support departments with pre Audit function
  • Establish audit follow up function and prepare an action plan for future follow up purpose

Objective 3: To ensure effectiveness & efficiency of Partner Organization through conducting internal audit:

  • Perform internal audit as a team leader of ACF Partner Organization both down streaming and consortium as per annual audit plan and based on design audit program
  • Review & identify noncompliance of Sub Grant Agreement, Donor compliances, NGOAB’s & NBR rules.
  • Ensure the accuracy, reliability & transparency of record keeping & documentations of Partners
  • Documents all testing procedures in the audit-working file and prepares detailed observations following ACF existing reporting format.
  • Conduct follow-up of financial, operational or regulatory compliance deficiencies noted during audits.
  • Submit draft audit report to line manager and technical manager
  • Ensure proper filing and dispatch of audit report

Objective 4: To conduct Investigation based on organizational requirement

  • Conduct investigation based on Terms of Reference (TOR) and identify genuine facts.
  • Preserve adequate supporting papers (softcopy and hard copy) in the working file that retained in accordance with the require ment of TOR and standard practices.
  • Ensure timely production of the Investigation Report to the management containing comprehensive & relevant observations & recommendations

Objective 5: To facilitate donor, external and government audit of ACF Bangladesh

  • Facilitate various kinds of audit (donor, external & Govt.) based on assignment
  • Provide technical support to various departments for mitigating audit findings and future risk
  • Share summary audit findings to the management team with suggestion on area of improvement

Objective 6: Provide other supports based on organizational need.

  • Assist line Manager for development of audit tools Assess, and promote compliance to ACF operation;
  • Assist country office to update consolidated mission audit follow-up by on regular basis
  • Prepare monthly activities plan and share the achievement with line manager in timely manner.

Objective 7: Proactively support ACF’s commitments to gender equality, child protection and disability sensitivity:

  • Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary
  • Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
  • Ensure the incorporation of gender equity principles in all policies and activities
  • Encourage the participation of all genders in meeting and on committees
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Compensation & Other Benefits

OUR BENEFITS INCLUDES:

  • Gross monthly Salary BDT 107,500/-
  • Festival Bonus: 02 basic salary per year.
  • Provident Fund: 7.5% of Basic Salary.
  • End of Contract Benefits: End of Contract Benefits: 30 days of salary per year of service (No eligibility pro-rated under 1 year)
  • Group Life, Hospitalization and OPD as per organization policy.
  • Life and accident insurance from joining day Maternity Benefit: 3 (three) basic salary.
  • Birth Allowance, Marriage Allowance, etc.
