The project “BRA/23/009 – Strengthening innovation and effectiveness in the work of the JFCE for a people-centered Justice” aims to develop subsidies (new methodologies, pilot actions, studies and tools) to strengthen innovation actions and improve the effectiveness of the work of the Federal Justice in Ceará, valuing a people-centered approach to Justice. 

To achieve these objectives, the project foresees the following areas of action:

  1. Plan to strengthen the user experience and improve the services provided by JFCE, with a focus on effective access to justice, developed and implemented;
  2. Strategy for strengthening the application of innovation mechanisms and technologies in the JFCE designed, implemented and evaluated;
  3. Production and management of knowledge to strengthen access to justice and the effectiveness of the solutions proposed by JFCE;
  4. Plan to strengthen people management and value JFCE employees developed and implemented;
  5. Plan to strengthen institutional governance capacities developed and implemented;
  6. Efficient project management and knowledge management carried out.
  • The project will offer new methodologies and strategies to JFCE’s operations through innovation and modernization of its operational processes, while maintaining focus on the ultimate beneficiary: Justice. The project will also enable its signatories—JFCE and UNDP—to implement their respective strategic plans. 
  • The vacancy is intended for a professional with a back-end development profile, who will work with the thematic axis responsible for developing, testing and implementing technical solutions in the procedural flows of the Electronic Judicial Process (PJe), with an emphasis on resolving technical and structural bottlenecks that compromise the effectiveness of the system in the electronic processing of judicial processes, as well as monitoring the performance of procedural flows, proposing continuous adjustments to ensure the stability, security and efficiency of the system.
  • This role will provide technical support for the transition from PJe 1.x to PJe 2.x, including planning and functionality validation. The role will also integrate systems and services, ensuring interoperability and continuity of process flows during and after the transition. 
  • In addition, this professional will prepare the technical documentation and operational procedures related to the changes and improvements implemented.
  • It is also expected that there will be direct dialogue with the Information Technology area of the Federal Court of Ceará, considering that a relevant part of the work depends on coordination with local standards and routines, especially during the transition period from PJe 1.x to PJe 2.x.
  • The specialized technical work will directly contribute to the generation of qualified knowledge through the strategic use of data and the stability of procedural systems, impacting the other axes of the program across the board. The hiring is justified, therefore, by the critical nature of the work in the field of digital knowledge production and the need for robust technical support for the governance of judicial information.

Duties and responsibilities

The Back-end Developer Analyst will focus on Axis 3 – Knowledge Production, working alongside the relevant teams, under the supervision of the Axis’ technical coordinator and the Information Technology specialist appointed by the JFCE. Their role will focus on developing and integrating solutions that directly impact the Electronic Judicial Process (PJe) workflows and enhancing PJe 2.x during the transition from PJe 1x to PJe 2.x.

This professional will work in a transitional context between regional systems and the national PJe system, being responsible for proposing and implementing technical improvements that ensure interoperability and optimal performance of the solutions. They will work closely with the Innovation and Technology teams, overseeing the implementation and monitoring of the actions outlined in the axis’ work plan, directly contributing to the qualification and systematization of the information produced.

In addition to technical responsibility, the professional is expected to contribute to the operational organization of deliveries, ensuring code quality, data security and process documentation, as well as being available for direct dialogue with technology areas of partner institutions, such as the Federal Court of Ceará, due to the interface with systems already used regionally.

By integrating technology and knowledge, this professional will contribute decisively to the advancement of digital justice solutions, positively impacting access, transparency, and the effectiveness of the judicial system.

Main responsibilities:

  1. Contribute technically to the development and integration processes of technical solutions: 
  • Act technically in the development, testing and implementation of technical solutions in the procedural flows of the Electronic Judicial Process (PJe); 
  • Act technically, when necessary, in the improvement of PJe 2.x, as well as in the transition process from PJe 1.x to PJe 2.x, with a focus on performance, security and scalability. 

 

  1. Contribute to strengthening processes, flows and guidelines: 
  • Provide technical support to the team in aligning initiatives agreed upon with JFCE, ensuring adherence to development standards and best practices, and producing and reviewing technical documentation (codes, routines, diagrams, and records) to support process transparency and replicability. 

 

  1. Support the strengthening of innovation and technology strategies: 
  • Conduct technical meetings, automated testing, and delivery monitoring, ensuring stability and consistency between development and production environments. 

 

  1. Contribute to the generation of qualified knowledge: 
  • Support coordination in preparing technical reports, performance analyses and monitoring indicators for the axis’ technological actions. 

 

  1. Support teams to ensure project delivery and implementation: 
  • Monitor the development of solutions, ensuring compliance with agreed goals and schedules, in accordance with agile methodologies; 
  • Assist the technical team in structuring standardized operational flows, promoting greater integration between the different development centers. 

 

The incumbent performs other functions within his/her functional profile that he/she considers necessary for the proper functioning of the project.

Institutional Arrangement

The Back-end Developer Analyst will join the Innovation and Technology team within the scope of Axis 3 of the project, working under the direct supervision of the axis’ Technical Coordinator.

Required skills and experience

Minimum education requirements:

  • Advanced university degree (Master’s or equivalent) in Systems Analysis, Computer Science, Computer Engineering, Information Science, or other related disciplines is required or;
  • University degree (Bachelor’s degree or Bachelor’s degree) in the fields of Systems Analysis, Computer Science, Computer Engineering, Information Science, or other related disciplines in combination with 2 additional years of experience will be given due consideration in lieu of Master’s degree. 

Minimum years of relevant professional experience:

  • Candidates with a master’s degree (or equivalent) in a relevant field of study are not required to have professional experience. Candidates with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience as a back-end developer or in Brazilian electronic judicial system development.

Required skills:

  • Relevant professional experience with JAVA 8 or higher, JSF, RichFaces, Hibernate, JPA, MAVEN and Boss Seam;
  • Experience using code version control tools: Git or similar; 
  • Relevant professional experience in Postgres relational databases;  
  • Experience in automated testing: JUnit, Mockito and/or Integration testing; 
  • Experience in agile methodologies, especially Scrum.

Desired skills, in addition to the skills covered in the Skills section:

  • Previous experience in judicial projects and systems of the Judiciary;  
  • Experience with JBPM 3.x; 
  • Experience in developing containerized applications: Docker and Kubernetes; 
  • Experience with development in service-oriented architecture (SOA): SOAP, XML Manipulation and JAX-WS;  
  • Knowledge of ICP-Brasil digital certification; 
  • Knowledge of web application security: vulnerability prevention, authentication, authorization, injection protection according to OWASP;
  • Oracle Certified Professional, Java EE 7 Application Developer and/or Java SE 8 Programmer (OCP) certifications.     

Required languages:

  • Fluency in Portuguese is required. 
  • Basic knowledge of English will be considered an asset.
