In close cooperation with the UNDP Programme teams and other Country Office units, the Operations team supports the UNDP Country Office and programme implementation through the provision of relevant and timely procurement, finance, ICT and digital services, General Administration services, and Human Resources support. This includes a focus on collaboration, innovation, speed and administrative efficiency as well as advisory services for enhanced planning. The unit contributes to a collective engagement with other teams, partners and UN Agency clients to offer timely, well-planned and efficient services that meet the standard and requirements of UNDP policies and procedures.

Job Purpose

The Liberia “One UN House” initiative is a product of different analyses and debates since 2013 pertaining to the smooth withdrawal of the UNMIL and the peaceful political transition in Liberia. Since 2013, the UNCT has put in place dynamic coordination mechanisms that will ensure efficiency and complementarity among various UN Agencies through the concept of “delivering as One” in implementing their mandates.

16 UN Agencies and International Organizations comprised of 650 staff in Liberia are co-located in One UN shared common premises. The One UN House facilitates active collaboration, generated efficiencies across agencies, enhanced technology integration and offered a safe environment to work together by sharing the same complex.

Under the guidance and supervision of the Deputy Resident Representative (Operations), the One UN House manager is responsible for supporting the delivery of operational support for management and administration of One UN House in Monrovia.

Building and Facilities Management Unit provides operational services for agencies to focus on their mandates and programs.

One UN House Manager heads the unit and provides overall and daily management of Common Services falling under BFMU areas of responsibility as specified below. The One UN House Manager through Building Facilities Management Unit is responsible for the proper functioning of common services provided to all UN Agencies located in PAP Compound. Currently, BFMU is composed of two international UNV staff headed by One UN House Manager being also an international UNV and supported by national technical support staff.

Under the direct supervisor of the Facilities Engineer, the Building Maintenance Technician will provide welding and painting support to the ‘’ One UN House; throughout the year.

BFMU’s objective is to provide operational support in the areas categorized in four main groups, as demonstrated below.

Duties and Responsibilities

Building Maintenance Technicians work under the direct supervision of the Facilities Management Engineer and the overall supervision of the One UN House Manager. He/She reports to the Supervisor on the proper delivery of related services in One UN House Liberia PAP.
Safely perform skilled preventative and proactive maintenance and repair welding tasks based on all metal structures at One UN House premises.
Read blueprints and identify and repair defects on metal components in various positions.
Operate safety equipment and demonstrate safe work habits.
Position and secure parts and assemblies before assembly, using straightedges, combination squares, calipers, and rulers.
Welded joists, columns, and girders into place following given blueprints.
Fabricated metal structures using welders, cutters, shapers, and various measuring tools.
Produced and maintained metal products and structures according to client specifications.
Maintains tools and equipment in clean, safe, and orderly condition.
Examine workpieces for defects and ensure conformance with specifications.
Operate hand and power tools, including shielded metal arc and gas metal arc welding equipment.
Assist the supervisor in overseeing work performed by outside painting contractors to ensure the work is performed as stated in the agreed contract and inspect the tools for quality assurance.
Perform other related duties as assigned by the supervisors.
Support in minor painting-related service requests from all UN Agencies located at One UN House Liberia, as assigned by the BFMU Facilities Engineer or Officer in Charge, in its case.
Ensures all work is performed to quality standards and agency expectations and performs other tasks as assigned by the Facilities Management Engineer and/or One UN House Manager.
Perform other duties within incumbent’s functional profile as assigned and deemed necessary for the efficient functioning of the office and Organization.

Cross-Functional & Technical competencies

Administration and Operations

Building, facilities & office space management- Knowledge and ability to facilitate the renovation and upgrade of offices including review of complex engineering/architectural drawings; negotiate technical agreements to ensure fully operational building infrastructure and services; design policy & procedure (POPP) for premises and facilities including space standards; manage premises and facilities; validate financial statement notes on leasehold data.

Communications- Ability to communicate in a clear, concise and unambiguous manner both through written and verbal communication; to tailor messages and choose communication methods depending on the audience. Ability to manage communications internally and externally, through media, social media and other appropriate channels.

Education

Secondary Education is required.

Certified vocational training painting is desired.

Experience

Minimum of 2 years (with high school diploma) of relevant work experience in Painting, Building Maintenance and/or Welding is required.

Basic Computer knowledge is an asset.

Prior experience in Welding with an international Organizations or the UN is an asset.
