Description:

The technical head of Unity State’s CCCM programming will be the CCCM Specialist. Coordination, information management and displacement monitoring, community governance, community participation for community-led projects, and community feedback mechanism (CFM) operation are now the components of CCCM programming in Unity State. In order to guarantee timely and high-quality execution of CCCM activities in compliance with DRC and/or interagency guidelines, standards, and best practices, the CCCM Specialist will assist the project manager and team leader. In order to support the Centrality of Protection, s/he will make sure that area-level CCCM studies are often updated and extensively disseminated across other sectors.

He or she will lead the regular analysis of service monitoring, safety audit, headcount, intention survey, and CFM data, identify needs and gaps in humanitarian programming in accordance with SPHERE and Minimum Camp Management Standards, and offer technical assistance to the CCCM team for quality assurance. In collaboration with the CCCM TC, he or she will create CCCM Programs (including tools, templates, methods, idea notes, and SoPs) and assist with evidence-based advocacy efforts. In order to assist proposal development, create reports, report site-environment and context changes, discuss program objectives and strategy, and identify additional technical support requirements, s/he will routinely communicate with the national CCCM Coordinator. Through frequent field trips, s/he will evaluate both individual and team capabilities.Create plans to increase capacity, then carry them out via official training, seminars, and on-the-job coaching and mentoring. He or she will attend coordination forums at the state and municipal levels and make sure that there is robust information exchange within Unity State and nationally.

Responsibilities:

Technical Support and Supervision

  • Ensure high-quality program activity implementation across projects in line with DRC and/or interagency guidelines, standards, and best practices
  • Engage with the national CCCM Coordinator to guarantee relevant technical guidance, SOPs, and tools are in place and adhered to by team members for all program activities
  • Develop further guidance, SOPs, and tools for specific area-level activities when necessary, and in coordination with the CCCM Coordinator to support CCCM TL and the team
  • Provide strategic technical direction to team members on a day-to-day basis and regularly assess strengths and opportunities for improvement in implementation
  • Spearhead regular service monitoring, safety audit and CFM analysis and provide technical support to IM Officer to develop CCCM information products
  • Identify and develop tools, as needed and in coordination with the CCCM Coordinator, for rapid response during emergencies for integrated and/or multi-sector assessments, or other assessments; lead on the analysis and drafting of assessment outputs
  • Strengthen and support CCCM information management systems and data usage in coordination with the CCCM Coordinator, CCCM TL and PM
  • Conduct regular field visits to observe implementation and engage with program beneficiaries to receive feedbac

Project Development and Management

  • Participate in the development of concept notes, proposals, and budgets in coordination with the CCCM Coordinator, Project Manager, Area Manager, Grants, and other relevant staff
  • Attend relevant internal meetings, such as grant opening/closing meetings, and share relevant information with the CCCM Coordinator on a regular basis
  • Lead the drafting of internal and external reports for the area
  • Support the area-level monitoring and evaluation team with monitoring tasks, including revision of post-distribution monitoring or other impact evaluation tools

Capacity Strengthening

  • Assess individual and team technical capacities, develop capacity-strengthening plans, and implement the plans through formal training, workshops, on-the-job mentoring, and coaching
  • Conduct area-level capacity building workshops on lessons learned and best practices.
  • Support national, local, and/or community-based organizations / community groups with trainings, coaching and mentoring on relevant topics, especially focusing on enhancing the capacity of self-management
  • Spearhead protection mainstreaming across CCCM and other sectors through regular monitoring, analysis and provision of protection mainstreaming trainings
  • Liaise with the CCCM Coordinator and TL on capacity gaps and needs; support the development of relevant training and guidance materials

People Management

  • Liaise with the project manager and/or TL and individual team members regularly to ensure sufficient technical supervision
  • Participate in the recruitment of new CCCM staff members, including the development of written tests and interviews

Program Development and Strategy

  • Analyze project data regularly, identify any potential gaps, particularly in relation to age, gender, and diversity mainstreaming, and ensure that activities remain relevant to the area and country-level strategy
  • Support the CCCM Coordinator to review and update the country protection strategy
  • Compile secondary data and other relevant resources to complement primary data analysis and ensure evidenced-based program development
  • Conduct context and conflict analysis for and with field teams, and identify (potential) conflict sensitivity challenges and opportunities and regularly inform CCCM Coordinator, TL and relevant stakeholders

Coordination and Stakeholder Engagement

  • Promote improved coordination, information sharing, and collaboration in multi-sectoral/integrated programming locations among DRC staff
  • Maintain close coordination with Protection Specialist in the area to ensure integrated programming
  • Maintain close coordination with CCCM Coordinator, other CCCM Specialist and CCCM team members to ensure harmonization in CCCM programming
  • Participate actively in state and local-level coordination fora, including, but not limited to, the state-level CCCM Cluster, ABL coordination forum, HLP AoRs, and the flood response Taskforce; regularly share important findings or discussion points with relevant colleagues at the area and country levels
  • Liaise and build strong relationships with relevant stakeholders, including local authorities, community leaders and community-based structures, and other local organizations
  • Maintain updated stakeholder and potential partner mappings

Experience and technical competencies:

  • At least 4 years of CCCM programming experience in South Sudan, preferably with a focus on Area-Based Approach, Information Management and Accountability
  • Demonstrated experience providing technical support and capacity strengthening to teams through formal and informal methods
  • Comprehensive understanding of the CCCM sector, including technical standards and best practices
  • Prior experience with report writing, program development, project data analysis, and strategic planning
  • Functional knowledge of Microsoft Word, Excel and Outlook software
  • Fluency in English and Arabic required
  • Necessary training on CCCM, protection mainstreaming, data and information management
  • Excellent written and spoken English
  • Fluency in Arabic
  • Knowledge on the local dialect is an added advantage
