Job Description:

 

Program Implementation & Supervision:

Ensure effective and timely implementation of MPCA activities in targeted locations, in close coordination with the Project Manager.

Conduct regular field visits to oversee MPCA activities and provide technical support to Cash and Voucher Officers.

Supervise beneficiary identification and selection processes, ensuring adherence to selection criteria based on vulnerability indicators and humanitarian standards.

Verify cash assistance modalities with affected communities, including households interviewed through surveys and health centers members.

Oversee the facilitation of MPCA distributions, ensuring proper coordination, documentation, and risk mitigation measures.

Ensure that MPCA interventions align with the Core Humanitarian Standard (CHS) and Sphere guidelines to maintain fairness, inclusivity, and transparency.

Providing operational support to the health centers, reviewing and supervising needs as per procurement plans.

 

Monitoring, Reporting & Compliance:

Ensure all project documentation, including beneficiary data, distribution records, and monitoring reports, are properly recorded and submitted to the relevant departments.

Oversee the beneficiary survey process and ensure accurate completion of all required forms.

Monitor the cash distribution process and report key findings and challenges to the Project Manager.

Coordinate with the MEAL team to ensure proper tracking, assessment, and reporting of project impact, including Post-Distribution Monitoring (PDM).

Support the implementation of feedback and complaints response mechanisms to address beneficiaries’ concerns effectively.

Maintain accountability by ensuring all distributions are supported by Means of Verification (MoVs).

 

Stakeholder Engagement & Coordination:

Facilitate communication and coordination with local authorities, community leaders, and other stakeholders to ensure smooth implementation of MPCA activities.

Represent WASSA in relevant coordination meetings at the provincial and district levels.

Promote collaboration and maintain positive relationships with financial service providers (FSPs) involved in cash transfer mechanisms.

 

Capacity Building & Team Management:

Provide supervision, guidance, and technical support to Cash and Voucher Officers and other relevant team in all operational locations.

Conduct capacity-building sessions for MPCA facilitators and field staff to enhance their understanding of cash-based interventions and humanitarian principles.

Foster a strong team spirit and ensure an efficient workflow among the MPCA team.

 

Risk Management & Safeguarding:

Conduct continuous, real-time risk assessments and implement mitigation measures to ensure safe cash assistance distribution.

Ensure that projects prioritize the most vulnerable groups, including persons with disabilities, elderly individuals, single-headed households, and those with specific protection concerns.

Adhere to WASSA’s safeguarding policies and ensure that all field staff follow ethical guidelines and data protection policies.

 

Other Duties:

Carry out any other relevant tasks assigned by the Project Manager to support the successful implementation of project activities.

Job Requirements:

Bachelor’s degree in Social Sciences, Humanitarian Assistance, Business Administration, or a related field.

Minimum of 3 years of experience in humanitarian cash assistance programs, including MPCA, Cash assistance, or other cash-based interventions.

Strong understanding of cash transfer modalities, vulnerability assessments, and humanitarian cash guidelines.

Experience in team management, field supervision, and stakeholder coordination.

Familiarity with data collection tools such as Kobo and ability to analyze field data for reporting.

Excellent communication, leadership, and problem-solving skills.

Ability to work in challenging environments with frequent travel to project sites.

Fluency in Dari and Pashto; knowledge of English is an advantage.

 

Preferred Skills & Competencies:

Knowledge of Afghanistan’s socio-economic context and local governance structures.

Experience working with humanitarian organizations, NGOs,.

Strong organizational and report-writing skills.

Ability to work under pressure and meet tight deadlines while maintaining quality standards.
