WDIO is nationally based in Kabul and maintains field operations through five regional offices, with over ninety-seven staff members, located in Kabul, Bamiyan & Logar (Center-Region), Ghor & Herat (West-Region), Nangarhar, Laghman & Kunar (East-region), Takhar & Badakhshan (North-Region) and Kandahar (South-Region). WDIO maintains the departments of Program, Operation, Human Resources Finance, and Procurement. Each department operates according to the WDIO written policies and procedure manuals updated based on the context of the area where WDIO implementing projects.

To support the system-wide implementation of the zero-tolerance policy, the Director-General has decided to adopt the standards of conduct and provisions on PSEA set by the Bulletin, adjusted as necessary, to be applied by WDIO personnel, as follows.

Job Description:

Job Summary

The Cashier will be based in the main office; he will work on all the projects implemented in the Central Office and will work under the direct supervision of the Finance Manager.

Main duties and responsibilities:

Cashier Responsibilities:

    • Controlling and monitoring cash payments from the cashbox and coding and recording cash transactions in the daily cashbook and accounting system,
    • – Performing daily cash counts and investigating any discrepancies
    • – Following up on cash advances and ensuring they are duly settled
    • – Carrying out transfer requests between cash and safe box
    • – Checking the validity of invoices, approval signatories, and correctness of account codes
    • – Performing currency exchange operations when required.
  • – Assisting with the preparation of salary payments as required.
  • —As a backup for the Finance Officer, know how to perform monthly reconciliations before closing the monthly accounts, manage bank reconciliations, and prepare monthly bank statements if applicable.
  • – Following up on receivable payables
  • – Keeping cash balance in accordance with the cash and cash box
  • – Making cash payments and ensuring that all cash transactions are fully and properly documented.
  • – Scanning monthly financial documents before sending them to coordination
  • – Settlement of advances
  • – Regularly check the cash box balances against the cash ledger
  • – Perform coding and record cash transactions in the daily cash book
  • – Check the documentation and authorization to withdraw money from cash
  • – Control and monitor cash payments from the cash box
  • – Perform currency exchange operations
  • – Perform daily check-ups of the cashboxes to investigate the possible differences and their causes
  • – Prepare payments of salaries and allowances
  • – Perform monthly reconciliation before closing the monthly accounts
  • – Follow up cash advances and ensure they are duly refunded
  • – Carry out transfer requests together with the Finance Officer between cash and safe box
  • – Give regular feedback to the supervisor and report directly any issue or incident
  • Any other activities assigned by his/her line supervisor

Job Requirements:

Qualifications:

  1. Having at least a Bachelor’s degree in Accounting, BBA, Economics or any other relevant field.
  2. Having at least 2 years’ experience from an accredited college or university.
  3. Required Languages – Excellent Pashto and Dari reading, writing, and verbal skills, Fluent in English, reading, writing, and verbal skills.  
  4. Fluent in English, Pashto, and Dari with excellent speaking and writing skills,
  5. Proficient computing skills – word processing, spreadsheet design, and presentations.
  6. Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues in a responsible and mature manner,
  7. Ability to travel throughout the country,
  8. Respect the confidentiality of the organization,
  9. Ability to use information technology effectively.
