Project Context and Scope

Established in 1951, the International Organization for Migration (IOM) is the lead United Nations agency on migration. IOM works to promote humane and orderly migration, working closely with governments, intergovernmental institutions, and non-governmental partners. 

As part of the fourth phase of the project “Support for the professional and socio-economic integration of young Guineans to mitigate the risks associated with irregular migration   , funded successively by the State Secretariat for Migration (SEM) and the Swiss Agency for Development and Cooperation (SDC), the International Organization for Migration (IOM) intends to strengthen local monitoring of activities on the ground in the prefecture of Macenta. The objective is to guarantee effective implementation of project activities, ensure real-time feedback and strengthen support for local beneficiaries.

Responsibilities

Tasks to be performed under this contract

Under the supervision of the National Project Manager (LMI) and in coordination with the project team based in Conakry, the Hourly Service Provider will be responsible for:

  • Carry out regular visits to the intervention sites in order to verify compliance of the implementation with the established schedule;
  • Systematically complete field monitoring sheets, include documentary evidence (photos, reports, testimonies) and ensure their transmission to the project team;
  • Facilitate exchanges between the various local stakeholders (beneficiaries, local authorities, partners, service providers) for better synergy;
  • Report without delay any difficulty, constraint or delay likely to affect the execution of activities;
  • Provide support to beneficiaries within the framework of the planned coaching, monitoring and supervision;
  • Identify and capitalize on good practices and lessons learned to strengthen the quality of interventions;
  • Ensure compliance with safety measures and health protocols when implementing activities;
  • Carry out any other task assigned by management directly related to the implementation of the project.
Performance indicators for the evaluation of results
 Frequency of field visits
  • Number of visits made per month to intervention sites.
  • Percentage of visits completed compared to the established schedule.

Quality of field reporting

  • Number of field monitoring sheets completed and submitted on time.
  • Rate of integration of documentary evidence (photos, testimonies, reports) in the files.
  • Level of compliance of reports with project standards.

Facilitation of local trade

  • Number of meetings or exchanges facilitated between local stakeholders.
  • Level of stakeholder satisfaction (via feedback or quick surveys).

Support for beneficiaries

  • Number of coaching or follow-up sessions carried out.
  • Rate of participation of beneficiaries in supervision activities.

Capitalization of good practices

  • Number of good practices or lessons learned documented.
  • Integration of recommendations from capitalization into the following activities.

Working conditions of the Service Provider Schedule:

  • Position primarily based in the field in Faranah center, in the urban area;
  • Travel possible between workshops and agricultural sites according to project needs;
  • Logistics will be handled by the IOM in accordance with established procedures (inform management before any travel outside the assigned area in order to define the conditions of the travel);
  • Strict compliance with safety instructions in force on all intervention sites;
  • Payment of service fees in accordance with the requirements of the contract subject to the submission of a monthly report;
  • Service fees are determined in accordance with the IOM fee schedule and based on the availability of funds on the project for service providers;
  • The service provider may be called upon for other field missions as part of complementary project activities (training workshops, surveys, awareness-raising, etc.);
  • A move to another category of service, consultancy or to a longer-term position may be considered, subject to individual performance, operational needs and budgetary availability.

Qualifications

Education

The service provider must hold a Bac+3 level diploma or higher, or a recognized equivalent, in a relevant field such as community development, project management, agriculture, sociology or any other related field. 

 The diploma or certificate must be issued by an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database: ( https://whed.net/home.php ).

Experience
  • Professional experience of at least one (01) year in field activities such as project monitoring, community mobilization, data collection or logistical support;
  • Good knowledge of the local context: culture, languages, geography and community dynamics;
  • Proven ability to work independently and in a team;
  • Personal qualities: rigor, honesty, punctuality and organizational skills;
  • Fluency in French is essential. Knowledge of local languages ​​is an asset;
  • Residence in the intervention area strongly desired;
  • Similar work experience with IOM is an advantage.
