Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the Direct supervision of the Director of ICT/Chief Information Officer (CIO) in ICT and in collaboration with relevant units at Headquarters, Regional Offices and the Administrative Centres, the Senior Information and Communications Technology (ICT) Officer (Strategy and Governance) will be responsible and accountable for reviewing the 2022-2025 ICT strategy, drafting 2026-28 strategy in light of organisational, business and technology changes and defining a resultant roadmap for strategy execution. The incumbent will also be responsible for generating the resulting pipeline of initiatives for ICT Board endorsement and aligning the department’s key results in line with the IOM strategic results framework.

Responsibilities

  1. Meet with IOM ICT staff, stakeholders, and service providers to review the current ICT strategy, gather feedback, and identify key lessons learned from consultations such as interviews, focus groups, and surveys.
  2. In alignment with IOM’s strategic results framework, drive and define the 2026-28 ICT strategy by analysing industry trends and engaging stakeholders.
  3. Analyse consultation findings to define and prioritise key results objectives, and projects based on potential value and impact. Lead the
  4. Strengthen existing project management office as a mechanism to deliver identified priority projects.
  5. Collaborate with business and IT stakeholders to update governance structures and create an IOM ICT governance framework aligned with business needs, ICT strategy, 2026-28 priority projects, and stakeholder input.
  6. Collaborate with Resource Mobilization to identify and develop new funding opportunities for ICT from non-traditional sources such as Development Banks and Innovative Financing Instruments, working with relevant teams.
  7. Serve as the primary liaison to ensure alignment between departmental strategy and regional strategic objectives.
  8. Supervise change management learning and PMO teams.
  9. Any other tasks that may be assigned.

Qualifications

Education:

  • Master’s degree in Business Administration, Information Technology, Engineering, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.
  • Professional certification as ITIL, PMP or COBIT will be a distinct advantage.

Experience:

Skills:

  • In depth knowledge of the broad range of executive management of organization strategies;
  • Knowledge of UN ICT requirements; and,
  • Knowledge of projects management and financial modelling.

Languages:

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and Spanish (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, and Russian) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
