Duties and Responsibilities

Headquartered in Nairobi, Kenya, UNEP works through its divisions as well as regional, liaison and out-posted offices and a growing network of collaborating centres of excellence This position is located in UNEP’s Africa Office at its Headquarters in Nairobi, Kenya. The UNEP Africa Office represents the organization and coordinates its work in the region. It also works to ensure the effective and efficient delivery of interventions in response to regional, sub-regional and national needs. The office further ensures better coherence and coordination in the effective delivery of environmental capacity-building and technical support at all levels in response to country needs and priorities. The incumbent will specifically work in the AMCEN Secretariat Coordination unit of the Africa Office. The Unit’s main focus of work is to provide technical support to the AMCEN Bureau, Presidency, and member states; organize AMCEN ordinary and special sessions, bureau, and other consultative meetings, conduct research, and develop work programs and strategies for AMCEN approval. The Regional Office for Africa of the United Nations Environment Programme (UNEP Africa Office) as the Secretariat of the African Ministerial Conference on the Environment (AMCEN) has embarked on an initiative to mobilize resources to support 54 countries in Africa to build their capacity in climate finance coordination and establishment of enabling environments for integrated climate investment. To this end, the UNEP Africa Office is recruiting a consultant to develop a proposal on “Capacity building for climate finance coordination and integrated climate investment in Africa”. The UNEP Africa Office will use the proposal to mobilize resources to help African countries improve their capacity to fulfill their roles and responsibilities in developing and implementing climate action commitments, and design strategic frameworks, policies and instruments for integrated climate investments and climate finance. Specifically, resources mobilized from the proposal will be used to enhance the capacity of the Africa Group of Negotiators on climate change to engage effectively in climate negotiations. The resources will also support the provision of effective and appropriate policy guidance by the African Ministerial Conference on the Environment to the African member states on climate action. Under the supervision of the Coordinator of the AMCEN Secretariat Unit in the UNEP Africa Office, the consultant will undertake the following activities: 1. Design a proposal on Capacity building on climate finance coordination and integrated climate investment in Africa. 2. Design a resource mobilization strategy to raise funds to support climate finance activities in Africa
Qualifications/special skills
– Master’s degree or higher in a relevant field, such as environment, climate change, project design, economics, public policy/administration or development studies. – Knowledge and experience in designing Green Climate Fund projects
Languages
Fluency in written and spoken English is required.
Additional Information
• Minimum 7 years of professional experience in project design & implementation focused on climate change related matters is required. • Experience with preparation and supporting implementation of GEF-funded or GCF-funded climate change projects is required. • Familiarity with pertinent issues in African countries’ access to climate finance, including capacity building, policy support, knowledge management and project preparation is required. • Deep understanding of climate change related challenges in Africa is required. • Excellent communication skills and the ability to prepare and communicate complex information in written format is required.
