Job Description:
Need Statement:
Access to drinking water, sanitation and hygiene is among the fundamental and basic human rights. Unfortunately, Afghans still have a long way to go and get access to this right. As per the latest report of MICS 2022/2023, access to at least basic sanitation is still as low as 44.5% with huge disparities between rural and urban, 66.7% and 36.9% respectively. 19.8% people defecate in open (1% urban, 26.2% rural). Basic hygiene stands at 58.3% with disparities of urban and rural again (67.7% in urban and 55.1% in rural). Under 5 child mortality still stands at 55/1,000 live births. In order to get to the SDG target for sanitation and hygiene, which is “access to adequate and equitable sanitation and hygiene for all, and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situation” and decrease the under 5 child mortality, we need upstream work (policy/strategies development, enabling environment…) and also implementation of services at various levels (communities and institutions).
UNICEF has been providing support to the WASH sector to attain the SDGs for WASH by provision of WASH services, coordination, policy/strategy development and implementation of the WASH projects. UNICEF as one of the main technical and financial supporter for the WASH sector has remained the core supporter for MRRD, MoPH and MoE and has been backing up the technical units in the country and continuing its assistance under various circumstances.
UNICEF continues to support a team of extenders to achieve open defecation free communities in Afghanistan and ensure that more people gain access to safe sanitation.
The CLTS facilitator will be facilitating sessions with communities in realizing the negative hygienic and sanitary behaviours replaced with positive ones using the Participatory Rural Appraisal (PRA) tools with the villagers of target communities, undertaking follow ups from the communities, conducting hygiene education sessions for the villagers, recording day to day progress made by villagers in their village and reporting to his/her supervisor and assisting the CLTS supervisor in arranging and facilitating ODF verification, certification and declaration ceremonies at the district and village level
Role objectives
- • Attend a full course of CLTS training at the central or/and provincial level, as well as any other relevant training/s
• Pre-triggering appointment with the target communities’ CDCs and representatives
• Hold introduction session and rapport building with the villagers
• Implement triggering session with the villagers and going through all the required steps as per the guideline
• Undertake transect walk jointly with the participants (villagers) to assess the sanitation situation of the communities
• Undertake mapping exercise
• Facilitate community action plan with the villagers
• Establish CLTS committees and train them in hygiene behavior change
• Undertake post triggering (follow up) of the communities which are triggered
• Baseline and endline data collection
• Effective use of IEC materials in the target villages, its distribution to the FHAGs and CHWs and its follow up
• Establishment of mothers group and their training in hygiene behavior change
• Follow up from the activities of mothers groups
• Conduct community hygiene awareness and sanitary campaigns
• School triggering located in the catchment of the target district
• Provide technical advice to the villagers in building sanitary latrine
• Provide support during emergency for the areas which are located out of the scope of CLTS
• Declare 30 – 40 communities ODF/duration of the contract (number of communities depend on the geography)
• Record day to day progress made by villagers in their village and reporting to his/her supervisor
