Background:

Access to drinking water, sanitation and hygiene is among the fundamental and basic human rights. Unfortunately, Afghans still have a long way to go and get access to this right. Over 30% and 35% rural inhabitants do not have access to at least basic water supply and sanitation services respectively, while 11.4% still defecate in the open (IE&LF 2020). Under 5 child mortality stands at 50/1,000 live birth (NHS 2017). The WASH sector and its partners put all its efforts to attain the SDGs for WASH by provision of WASH services, coordination, policy development and implementation of the WASH projects. UNICEF as the main supporter for the WASH sector in the country has been continuing its assistance under various circumstances to sustain the past achievements and provide services for children and women of the country.

Community Led Total Sanitation (CLTS); a tested approach in the country, has been scaled up with UNICEF support and is being implemented in all regions of the country successfully. Provincial teams in each of the target provinces with UNICEF support has still been implementing the projects, trying to contribute to overall WASH goal and attain the SDG # 6.2.

UNICEF continues to support a team of extenders to achieve open defecation free communities in Afghanistan and ensure that more people gain access to safe sanitation.

The CLTS facilitator will be facilitating sessions with communities in realizing the negative hygienic and sanitary behavior’s replaced with positive ones using the Participatory Rural Appraisal (PRA) tools with the villagers of target communities, undertaking follow ups from the communities, conducting hygiene education sessions for the villagers, recording day to day progress made by villagers in their village and reporting to his/her supervisor and assisting the CLTS supervisor in arranging and facilitating ODF verification, certification and declaration ceremonies at the district and village level

Job Description:

  • Supervise the team of CLTS facilitators (both male and female) in his/her related communities of the province
  • Implement the CLTS using the Participatory Rural Appraisal (PRA) tools with the villagers of target communities
  • Vigorous follow up from the communities they are triggered
  • Effective use of IEC materials in the target villages and their follow up
  • Conduct hygiene education sessions for the villagers inside the village or at the district or provincial level
  • Assist the female CLTS facilitators liaising the female CHWs and establishing and training the Family Health Action Groups (FHAGs)
  • Conduct community hygiene awareness and sanitary campaigns
  • Contribute in the arrangement of ODF verification, certification and declaration ceremonies at the district and village level
  • Provide the provincial Hygiene and Sanitation officer with success stories and photos from the field
  • Reporting on regular bases

Job Requirements:

  • The CLTS supervisor should be at least a high school graduate
  • Minimum of two years of experience working with communities
  • Experience in hygiene and sanitation is preferred
  • Experience in working with community and community mobilization will be given the priority
  • Familiarity with cultures of different Afghan communities
  • Very good interpersonal communication skills
  • Ability to supervise personnel
  • Ability to speak in big gatherings and interact very smoothly and politely
  • The candidate should be very polite and patient
