In December 2024, the Superior Court of Justice (STJ) and the United Nations Development Program (UNDP) signed the international technical cooperation project BRA/24/022 – Strengthening capacities in the Brazilian Judiciary with a focus on promoting citizenship, in line with the principles of diversity, inclusion, ethics and humanism.
The project aims to promote citizenship in the Brazilian Judiciary on two fronts:
a) development of skills of law graduates in any situation of socioeconomic vulnerability who are interested in entering the judiciary, aiming to increase the representation and diversity of the judiciary;
b) construction of a space for discussion of relevant topics for judges and court clerks who work in the first and second instances and in the higher courts.
The first line of action aims to provide support to law graduates in preparing for preliminary approval in the National Judiciary Exam (Enam) as a condition for competing in public examinations for entry into the judiciary, seeking to ensure the necessary means to democratize access to the judiciary career, making it more diverse, representative and capable of reflecting the Brazilian social fabric.
In this first line of action, the target audience that directly benefits from the project are law graduates who find themselves in any situation of socioeconomic vulnerability.
Regarding the second line of action, aimed at judges and civil servants of the Brazilian Justice system, the objective is to promote debate and the exchange of knowledge and experiences, including with representatives of foreign Courts, on the current difficulties, structure and challenges faced in the management of Justice and in the judgment of issues related to human rights, such as those arising from climate change, technological innovations, migration and refugee flows, human trafficking, among others, considering jurisdictional practice as part of current social, economic and cultural contexts, humanism and ethics.
Broadly speaking, the project will also bring benefits to Brazilian society, by contributing to career diversity, preparing judges and civil servants to face the new challenges of the demands of those under their jurisdiction, and strengthening Justice in the country.
In this sense, the planned actions focus on developing and offering preparatory courses throughout the country aimed at the vulnerable population who, after graduating in Law, are interested in entering the judiciary career, giving them the conditions to compete with other Enam candidates, whose approval is a preliminary condition for registration in public entrance exams for the judiciary held by Brazilian courts, in addition to developing the skills of those already entering the career and qualifying the Judiciary for the most relevant contemporary challenges.
To achieve these objectives, the project foresees the following areas of action:
1. Instruments, methods and techniques for training vulnerable individuals in preparation for taking the entrance exams for the legal career developed.
2. Strategy for identifying and recruiting law graduates in any situation of socioeconomic vulnerability in the national territory who are interested in taking the Enam developed and implemented.
3. Strategy for mobilizing and training trainers with a focus on social inclusion, race and gender in the legal career designed and tested.
4. Plan for monitoring and evaluating the impact of the individuals trained, with a view to the sustainability of the actions carried out.
5. Actions for exchanging knowledge and experiences aimed at those already entering the careers of the Judiciary developed.
6. Efficient management and knowledge management of the project carried out.
The project is expected to be valid until December 31, 2028.
Duties and responsibilities
The Communications Analyst (Coordinator) will be responsible, under the supervision of the Program’s General Coordination, for planning, implementing and supervising the Program’s communication and advocacy strategy, ensuring the visibility of its actions and results. The professional will lead the activities of the teams associated with communication, design, layout and editorial production, promoting integration and alignment between the different communication efforts. The selected person will act in a technical and critical manner in the activities related to the Program’s communication strategies, in order to work as a team, collaborating in the establishment of schedules, monitoring deliveries and deadlines and ensuring the technical quality of the actions carried out by the Program’s communication team. The professional must also work together with the Communications Coordinator of other related projects coordinated by the National Council of Justice.
In your day-to-day work, you will perform the following activities, which should be aligned, where applicable, with the Social Communications Secretariat of the STJ:
• Develop and implement the program’s integrated communication strategy, aligned with the institutional objectives and guidelines of the STJ and UNDP, defining goals, indicators and schedules for internal and external communication actions with a view to disseminating results, promoting events and engaging target audiences.
• Supervise and guide the activities of the communication team, promoting integration, efficiency and collaboration and monitoring performance, offering technical support, continuous feedback and encouraging constant improvement.
• Coordinate and supervise the production and review of technical, institutional and advertising materials – graphic and digital –, such as reports, bulletins, guides, manuals and content for events and training, ensuring alignment with the program’s visual identity and institutional standards.
• Plan and supervise the management of social networks and digital channels, including content production, engagement analysis and creation of digital campaigns, in addition to ensuring the updating and maintenance of websites or digital platforms related to the program, ensuring quality and relevance of the content.
• Coordinate dialogue with the press, organizing interviews, press releases and coverage of program actions, through coordination with courts, civil society organizations, international organizations and other relevant actors to expand the dissemination of the program’s initiatives.
• Monitor impact indicators of communication actions, producing periodic reports on the results obtained and proposing strategic adjustments when necessary, in addition to monitoring the quality, consistency and accessibility of editorial and visual products produced by the program.
• Participate in meetings and events related to communication, ensuring alignment with institutional guidelines, and supervise the organization of materials and information for presentations, meetings and strategic articulations with institutional partners.
The holder performs other functions within his/her functional profile that he/she considers necessary for the proper functioning of the
Institutional Arrangement project
The person hired will be supervised by the General Coordination of the program.

Skills and Experience Required
Minimum Education Requirements:
• Advanced University Degree (Master’s or equivalent) in Social Communication, Journalism, Public Relations, Social Sciences or related field is required, or
• Higher Education Diploma (Bachelor’s Degree) in Social Communication, Journalism, Public Relations, Social Sciences or related field combined with 2 (two) additional years of qualifying experience will be considered in lieu of the Advanced University Degree.
Minimum years of relevant professional experience:
• Candidates with an advanced university degree (Master’s degree or equivalent) in a relevant field do not need professional experience. Candidates with a higher education degree (Bachelor’s degree) must have at least 2 (two) years of professional experience in communication and/or advocacy activities (implementation of communication strategies, management of digital communication and social networks, production of institutional materials, relations with the press, articulation and action with strategic audiences, organization of events, etc.).
Required skills:
• Experience in coordinating, developing and implementing institutional communication strategies.

• Experience working with partners in the public sector, especially in the Justice System;
