Duties and Responsibilities
Purpose UN Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The UNEP Regional Seas Programme encompasses 18 Regional Seas Conventions and Action Plans across the world. The UNEP Regional Seas Programme has been UNEP’s most important regional mechanism for the conservation of the marine and coastal environment since its establishment in 1974. The SAPPHIRE Project is implemented by UNDP and executed by the Nairobi Convention Secretariat. UNEP hosts and administers the Nairobi Convention Secretariat for the protection, management and development of coastal and marine environment of the Western Indian Ocean. The Contracting Parties to the Nairobi Convention are Comoros, France, Kenya, Madagascar, Mauritius, Mozambique, Seychelles, Somalia, South Africa and United Republic of Tanzania. The purpose of this consultancy is two-fold: a)To enhance communication and advocacy for RSB and RSCAP administered by UNEP b)To develop an online dashboard for the SAPPHIRE Project investments over its implementation period and provide a report on the launch of the Dashboard under the Nairobi Convention. Duties and Responsibilities The Regional Seas Branch responsible for supporting implementation of the UNEP Regional Seas Programme is seeking a highly skilled and experienced Information Communication and Technology expert with a minimum of 6 years of hands-on experience in content management and web design. The consultant will support the Regional Seas to implement a knowledge management and information sharing platform, support regularly updating of the UNEP Regional Seas Programme website and produce communication materials to enhance the delivery of Regional Seas Programme. The consultant will report directly to the Programme Management Officer in consultation with SAPPHIRE Project Manager for the respective outputs, under the overall guidance of the Head of the Regional Seas Branch and will carry out the following tasks. 1)Develop and implement content management strategies to ensure accurate, timely, and relevant information is available on all UNEP Regional Seas Programme digital platforms. 2)Carry out analysis of existing content and knowledge management analysis, and support todesign and develop a new structure to showcase UNEP Regional Seas Programme work at a glance; and 3)Collaborate with relevant teams to gather requirements and implement the new web design template and support to review and drafting of content for web. 4)Regularly update the UNEP Regional Seas Programme website and suggest areas of improvement to enhance communication Deliver communication materials to enhance Regional Seas impact and visibility including the preparations for UNOC3 5)Develop an Inception Report outlining the planned process for developing the online SAPPHIRE Dashboard 6)Develop the Dashboard for SAPPHIRE investments over its implementation period 7)Launch the Dashboard at an appropriate regional meeting of project Focal Points and other stakeholders
Qualifications/special skills
Advanced University degree in computer science, information technology, communication, or a related field is required. A minimum of 4 years working experience on communication related to ocean governance is required. Working experience in data manipulation tools and website management, coastal and marine environment, GIS, strong knowledge and experience with reporting packages and database applications (Microsoft Excel, Microsoft Access, Microsoft Sharepoint, Tableau, SQL, XML) is required.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English, is required. Knowledge of any other UN language is an added asset.
