Job Description:

About the Community-based Disability Awareness & Support Program:

80% of Afghan adults, and 17% of Afghan children, live with some form of disability, according to the Asia Foundation’s Model Disability Survey of Afghanistan from 2020. In Afghanistan’s current humanitarian crisis, people with disabilities are some of the most vulnerable, especially children with disabilities. In December 2021, ECI launched the Community-based Disability Awareness & Support Program to do the following in communities across Afghanistan:

  • Awareness-raising: to raise awareness and share information about disability across Afghanistan, particularly via a radio component of the project, and in particular to instill in families with children with disabilities the belief that children who live with a disability should be supported, treated equally, and empowered
  • Providing practical support: to support people with disabilities and families with disabled children in communities across Afghanistan by connecting them with local resources and support services, providing information and raising awareness on disability, and providing trainings and other supportive services;
  • Providing emergency relief: to provide emergency relief (namely, cash stipends) to poor families who have a disabled child or family member.

The objective of the program is to start community and family-based dialogues about disability that aim to motivate positive behavior change to result in a more level-playing field for children with disabilities and a greater understanding and acceptance of disability. Another objective is to provide practical support and emergency relief for families in order to help safeguard children with disabilities during this time of particular vulnerability.

The program is being implemented in Nangarhar, Kabul, Herat, Mazar, Bamian and Balkh provinces and also features a national radio program on disability awareness implemented by our national radio production partner. The program will run through March 2024, with the possibility to extend if funding allows.

Role and responsibilities

The Program Manager’s roles and responsibilities include the following:

  • Manage and lead the program, including all aspects of program implementation, monitoring and evaluation, strategic direction, problem-solving, and reporting;
  • Supervise and manage 18 community-based staff in six provincial offices located in Kabul, Nangarhar, Kandahar, Bamiyan, Herat and Balkh.
  • Build the capacity of staff and transfer key skills.
  • Liaison and coordination with all stakeholders at national, regional and local level, including government and NGO stakeholders.
  • Collect and collate information and data to prepare project progress and donor reports and funds disbursement reports.
  • Provide support (administrative, security and logistics) in the provincial offices.
  •  Develop and track program activity work plans for project partners.
  •  Design Monitoring and Evaluation (M&E) plans and tools for program activities.
  •  Liaise with program partners to oversee and support the safe implementation of activities.
  • Monitor project progress, identifying, addressing, and if required escalating, any potential problems.
  • Track budget and activities for program.
  • Hold weekly and monthly planning and implementation meetings with program staff
  • Ensure proper project documentation in line with M&E plans and donor requirements
  • Monitor and enhance technical quality of project implementation through regular field visits to supervise staff on-the-job and to provide feedback to ensure capacity building of project staff, including conducting trainings for staff.
  • Adhere to ECI’s policies and procedures, and ensure program staff and program implementation is in line with ECI policies and procedures
  • Outreach to potential partners
  • Attend weekly ECI program meetings and one-on-one meetings with the Country Director

Job Requirements:

  • Strong leadership, management, communication and writing skills
  • University degree, preferably in social sciences or related fields
  • Minimum 4 years of experience in a humanitarian, disability, or communications sector, and minimum 2 years of experience in project or program management
  • Preferred 2 years of experience in disability awareness, community outreach/engagement, community capacity building, and/or community development-oriented programming
  • Good understanding of institutional donors’ requirements and familiarity of reporting to international donors
  • Native proficiency in Dari and Pashto, both written and oral
  • Fluency in English, both written and oral
  • Experience in training and capacity-building of staff
  • Experience in report-writing
  • Preferred experience in monitoring and evaluation
