Overview
Working with all stakeholders, the Compliance Manager will identify risks that hinder the achievement of Jhpiego’s objectives and assess the adequacy and recommends appropriate internal control systems to reduce associated risks. With the support and oversight of the Country Director and the Sr. Director of Compliance, the Compliance Manager will provide guidance, training, and compliance oversight in the areas of procurement, inventory management, subrecipient monitoring, and financial management. He/She will work closely with senior management, finance and administrative and human resources staff to ensure compliance with Jhpiego, the Johns Hopkins University, and donor regulations.

Responsibilities
Work with the Country Director, Senior Director – Compliance, Country Office Finance Lead and other Jhpiego senior staff member to ensure that internal control processes and systems are adequate to minimize risks.
Through technical assistance and spot-checking, verify that country programs comply with donor rules and regulations, applicable organizational policies and pertinent U.S. and host country laws.
Ensure that Jhpiego complies with JHU and Jhpiego’s subaward monitoring policies and procedures. Work with senior management and partner organizations to implement improvements, if required. Develop and maintain Jhpiego’s program for monitoring and oversight of subrecipients
Minimize fraud through active monitoring and close review on country offices practices and procedures.
Immediately report gross misconduct or suspected fraudulent activities to the Country Director, Jhpiego’s Chief Operations and Financial Officer and/or Human Resources Director.
Update and report to the Country Director, Senior Director – Compliance, and other senior country office staff on the status of the implementation of internal compliance recommendations on a regular basis
Lead/conduct special investigations and analytical projects, as needed
Develop a list of best practices for implementing and improving internal controls and orient and train staff on best practices. Participate as a trainer in country-level compliance trainings.
Ensures compliance with U.S. laws and regulations pertaining to disbarment and anti-terrorist laws
As needed, serves as a member on one or more of Jhpiego’s Internal Compliance Reviews teams
Required Qualifications
BA in business-related field required; Master’s Degree and/or CIA (or equivalent) preferred
A minimum of seven years professional experience serving in a Compliance function with an international Nongovernmental Organizations(NGOs)
Alternatively, a minimum of seven years internal or external audit experience with an audit firm with experience in auditing NGOs
International work experience preferably in developing countries with a NGO or grant related entity
Experience working on USAID and other donor-funded projects in developing countries with an NGO or grant-related entity
Demonstrative proficiency in Information Technology, particularly computer-assisted audit techniques, including the capacity to navigate financial systems like QuickBooks Enterprise
Willingness to travel internally and throughout the country
Knowledge of USG donor rules and regulations
Ability to present high quality reports with information effectively to senior management and project managers
Strong interpersonal skills.
