 Nature of the consultancy:

Support the Victim Solutions Program in the implementation, follow-up, monitoring, and evaluation of transitional justice projects, durable solutions, and institutional and community strengthening through support for coordination processes with public sector institutions, dialogue with United Nations agencies, engagement with the social organizations involved, and the internal management of the processes required to promote compliance with the commitments, goals, and indicators established with donors, partners, and allies. 

Context and Scope of the Consultancy:

The IOM’s Victim Solutions Program has over ten years of experience providing technical support to entities responsible for implementing public policy for victims and the Peace Agreement. It contributes to reparations for victims and survivors of the armed conflict, as well as the implementation of a comprehensive care model to improve their living conditions, guarantee the protection of their rights, and promote reconciliation and non-repetition. 

Additionally, the program has provided technical assistance to entities within the Comprehensive Peace System and promoted actions for institutional strengthening, transitional justice, restorative justice, and economic empowerment, all of which includes a differentiated approach in interventions with various donors and counterparts.  

Furthermore, the program has experience promoting nation-territory coordination, streamlining local coordination processes, and strengthening alliances with local institutions, all of which contribute to strengthening the pedagogy of the JEP’s mission and the Comprehensive System for Peace. In this regard, the professional services of a Type A consultant are required to promote the implementation of the program’s projects and their follow-up and monitoring. 

Responsibilities

Tasks to be performed under this contract:
  • Prepare and submit to the contract supervisor a work plan that complies with the activities and products indicated in these terms of reference and the IOM guidelines.
  • Support the displacement solutions program in the efficient planning and implementation of activities planned in ongoing projects. 
  • Follow program instructions in preparing documents on progress in implementing transitional justice, durable solutions, and institutional and community strengthening projects. 
  • Contribute to the preparation of technical input for narrative reports and to the verification of agreed commitments, goals, and results. 
  • Support the program in reviewing technical documents arising from the implementation of projects, agreements, and partnerships.
  • Accompany the financial, administrative, and technical monitoring of projects in accordance with program guidelines. 
  • Follow the program’s instructions to advance the administrative, financial, and legal processes arising from the signed projects, agreements, and alliances.  
  • Prepare inputs for the implementation of working groups, meetings, and spaces for dialogue and consultation in which the program must participate. 
  • Assist the program in the dialogues and work agendas it must hold with allied public institutions and entities, the United Nations System, social organizations, the international community, and donors. 
  • Support the identification and documentation of good practices, lessons learned, and strategies to improve the achievement of results in existing projects. 
  • Submit a monthly report and a final report on the activities executed for approval by the contract supervisor, detailing progress, achievements, and challenges in the development of the contractual activities, with the corresponding supporting documents.
  • Others that are consistent with the contractual object, as required by the program.
  • Support the coordination of management projects with the local integration initiatives led by the program 
  • Provide technical assistance to territorial offices for the implementation of restorative projects. 
  • Support the articulation of transitional justice projects, mainstreaming ethnic approaches and intersecting gender perspectives. 
  • Lead the collection of beneficiary information in accordance with mission guidelines for supported projects. 
  • Provide technical assistance to identify opportunities for the Ministry of the Interior to work with the Restorative System. 
  • Supporting Home Office teams in understanding the restorative system 
  • Provide technical assistance to the JEP on the scope of the Ministry of the Interior’s work to promote joint actions that will advance the Restorative System and the possibility of effective implementation of its own sanctions. 

Performance indicators for evaluating results:

  • Timely completion of products, addressing comments received from IOM.
  • Initiative and independent work in the follow-up and monitoring of projects, agreements, and accords.
  • Integrity and accuracy in the preparation, review, and analysis of technical documents and reports. 
  • Clarity and accessibility of the products developed.
  • Be governed by the IOM Data Protection Policy Principles.

Qualifications

Education
  • Professional degree in social, human and political sciences
Experience
  • Experience in transitional justice projects with national and regional entities, preferably targeting Afro-Colombian, indigenous, women, LGBTI, and people with disabilities.
  • Specific work experience in the field of management, implementation and monitoring of projects with vulnerable populations
Skills
  • Specific experience with the Comprehensive System for Peace, the United Nations System, and in the implementation of public policy for victims and the Peace Agreement will be valued.  
Languages
  • All candidates must be fluent in Spanish (oral and written).

Basic knowledge of English (oral and written) is an asset, corresponding to Level A2 or higher of the United Nations Framework of Reference for Languages.

Notes

  • Any offer made to the candidate in connection with this vacancy notice is subject to confirmation of funds.
  • Fees: Eight million five hundred thousand pesos ($8,500,000.00 COP). Monthly fees paid upon submission of reports. Fees are proportional to the number of days worked during the month.
  • This consultancy is subject to the direct supervision of an IOM Colombia staff member, to whom you must report your activities, subject to prior agreement or as detailed in your job description.
  • This consultancy is subject to compliance with a schedule from Monday to Friday, eight (8) hours a day, which is established in your consulting contract and subject to the needs of the project.
  • The appointment will be subject to certification that the candidate is medically fit for the position, as well as verification of residency, visa, and authorizations by the relevant government, where applicable.
  • IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation insurance or medical insurance for reasons related to non-occupational accidents or illnesses.
  • Consultants are responsible for maintaining their own medical insurance for non-occupational accidents or illnesses and must provide written proof of such coverage before beginning work.
  • IOM has a zero-tolerance policy regarding conduct inconsistent with the objectives and principles of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, abuse of authority, and discrimination based on gender, nationality, age, race, sexual orientation, religion, ethnic origin, or disability.
