Afghanistan Rehabilitation and Development Program (ARDP) is an Afghan non-governmental, non-political and non-profit humanitarian organization dedicated to fostering positive social and economic changes in Afghanistan. established in 2005 and registered with the Government of Afghanistan, under the supervision of the Ministry of Economy (MoEc) with a mission to contributes in developing and self-sustaining Afghan society through engagement in Health, Education and Agriculture.

Since 2005, ARDP has been actively involved in implementing over 80 projects, collaborating with reputable organizations and foreign donor agencies.

ARDP has formed strategic partnership with esteemed organizations such as UNHCR, UNDP, FAO, UNOCHA, NAC, WHO, UNDCP, Canada Help for Afghanistan, CRCA, Relief International, ECHOHEMAL, Habitat, UNICEF, IMC, Gorraff Austria, and other foreign donor agencies.

Job Description:

Duties and Responsibilities:

• Reviewing and understanding construction footprint, building drawings, and other design documents to ensure compliance with building codes and standards

• Coordinating all aspects of the project from start to finish, managing the budget, and ensuring that all deadlines are met.

• Coordinate with Site Engineers and Contractors to understand the project details and requirements and project Specifications.

• Monitoring project costs to ensure that they remain within budget parameters.

• Support the Construction Technical Team in the development of project management best practice and ensure all current project process and procedures are aligned with Engineering standards.

• Responsible for leading and managing projects from inception to completion with the full understanding of all project aspects including design, construction, schedule, and budget.

• Manage the evaluation, selection, and onboarding of Design and Construction teams including Main Contractors, specialist contractors, suppliers, and other third-party vendors.

• Working together with the Head of Construction, manage project cost control and reporting.

• Attending regular meetings with senior management to discuss project status and issues that may arise.

• Reviewing and approving plans for materials, equipment, and labor needed to complete the project.

• Understand the Market rate of Materials and have the skill dealing with Contractors to negotiate and attain the Identifying potential problems with projects before they arise and recommending solutions to prevent issues from escalating.

• Have well communication with donors and have the ability to write the best technical reports.

• Develop a strong, working knowledge of, and be held accountable for, the Siting and Construction Services portion of the project’s overall scope, schedule, and cost.

• Identify potential areas of project risk associated with appropriate stakeholder groups at each project cycle stage (planning, siting, construction, and restoration).

• Monitor the performance of personnel on site and provide directions and feedback as and when required.

• Coordinates construction management personnel, supply chain management personnel, outside vendors, contractors, and design professionals to assure comprehensive satisfaction of the end-user for all projects assigned.

• Develops and monitors the construction project budgets.

• Establishes written project timelines and communicates them to the administrative sponsor of the project and the Program Manager, Construction.

• Ensure resources are being used to the optimum to provide best results.

• Report any discrepancies to superiors and implement effective and timely solutions.

• Conduct periodic site visits to monitor project activities, assess progress, and identify areas for improvement, traveling to project sites, meeting with project staff and stakeholders, and observing project activities firsthand.

• Determine and define the scope of work and deliverables.

• The Project Manager is responsible for Providing the Project Construction Schedule included all the activities.

• Risk Management: Assessing and managing potential risks associated with the project, including identifying and mitigating risks at each stage of the project cycle.

• Quality Control: Implementing quality control measures to ensure that work meets established standards and specifications.

• Change Management: Managing changes to project scope, schedule, and budget, and effectively communicating changes to stakeholders.

• Contract Management: Overseeing contract negotiations, administration, and compliance with contractual obligations.

• Stakeholder Engagement: Developing and maintaining strong relationships with stakeholders, including clients, contractors, suppliers, and regulatory authorities.

• Health and Safety: Ensuring compliance with health and safety regulations and promoting a safe working environment on the construction site.

• Procurement and Material Management: Managing procurement processes, including sourcing, evaluating, and selecting suppliers, as well as overseeing material deliveries and inventory management.

• Project Reporting: Developing and delivering regular progress reports to senior management and stakeholders, highlighting project status, issues, and key metrics.

• Project Closeout: Managing the project closeout process, including conducting final inspections, obtaining necessary approvals, and ensuring proper documentation and handover.

• Team Leadership and Development: Providing leadership and guidance to project teams, fostering a collaborative and productive work environment, and supporting the professional development of team members.

• Any other related tasks assigned by Senior Management Team (SMT).

Job Requirements:

  • Project Management Software: Proficiency in using project management software such as Microsoft Project, Primavera P6 for planning, scheduling, and tracking project progress.
  • Building Information Modeling Software: Familiarity with software like Autodesk Revit, Navisworks, or ArchiCAD, which allows for 3D modeling, coordination, and collaboration among stakeholders.
  • Cost Estimating and Accounting: Knowledge of software such as Sage Estimating for accurate cost estimation, budget tracking, and financial management.
  • Document and Data Management: Experience with document management systems for organizing and sharing project-related documents, drawings, and specifications.
  • Collaboration and Communication Tools: Proficiency in collaboration tools like Microsoft Teams, for effective communication, file sharing, and team collaboration.
  • Reporting and Presentation Software: Skill in using tools like Microsoft Excel, PowerPoint, for creating reports, analyzing project data, and delivering presentations to stakeholders.
  • CAD Software: Basic knowledge of computer-aided design (CAD) software such as AutoCAD or SketchUp for reviewing drawings, creating layouts, and collaborating with architects and engineers.
