To deliver on the ambitious People and Culture goals of the UNICEF Strategic Plan, UNICEF launched the OneHR Strategy 2022-2025 and the OneHR function designed an innovative Global HR Delivery Model. The people-centered OneHR Strategy and its operating Delivery Model, aim to enhance the UNICEF people experience, enabling UNICEF colleagues to bring their ‘unique self’ to work and strive to deliver for the children we serve around the world. While tools and strategies are implemented to enhance the UNICEF people experience, it is critical to identify the relevant monitoring framework and key data points to people’s experience can be monitored regularly and timely, and corrective actions can be taken quickly and iteratively to ensure we achieve the results we aim for. Monitoring and enhancement of the candidate experience is a large part of people’s experience and a priority for 2024-2025. Thus, UNICEF is seeking a consultant to support the design and implementation of the framework for monitoring candidate experience in UNICEF by building on existing organizational processes and establishing innovative new mechanisms.

Thus, UNICEF is seeking a consultant to support the design and implementation of the framework for monitoring candidate experience in UNICEF by building on existing organizational processes and establishing innovative new mechanisms.

How can you make a difference?

In 2024, a new Staff Selection Policy that aims to reduce the timelines of the recruitment process while ensuring transparency and fairness in the review of applications and candidates was launched by UNICEF. In line with the OneHR strategy, the Human Capital Intelligence and Technology section of the Division of Human Resources has been entrusted to design and implement a monitoring framework for the UNICEF candidate experience, building on existing organizational processes and establishing new innovative mechanisms in collaboration with key stakeholders. UNICEF is seeking a consultant to support the design and implementation process with key deliverables related to (1) the monitoring of the recruitment timelines; (2) the qualitative analysis of recruitment processes and (3) the establishment of feedback loops for candidates along and after recruitment processes.

Scope of Work

The consultant will report to the P3 HR Specialist (People experience) and will support the Human Capital Intelligence section to:

Coordinate assessment and lessons learned on the Recruitment Monitoring and Evaluation process conducted since the reform of the Central Review Bodies in 2019.
Support the design of the candidate experience strategy and implementation plan.
Support the design and pilot of a monitoring framework to measure the impact of the new Staff Selection Policy on candidate experience.
Support the qualitative analysis on a post facto basis of a sample of recruitment processes conducted in UNICEF offices and establish key recommendations to enhance the candidate experience.
Support the identification of key additional data points for the monitoring of candidate experience.
Maintain a knowledge base on lessons learned, positive stories, and areas for improvement in candidate experience in collaboration with UNICEF offices.
Works closely with the Digital Tools for People team, providing recommendations on how to leverage technology to enhance and monitor candidate experience.

Support qualitative analysis of a sample of recruitment processes conducted in UNICEF offices and establish key recommendations to enhance candidate experience

Review at least 235 recruitment cases within the contractual period a minimum of 9 cases per day, up to 26 working days)
Draft quarterly reports for Q1, Q2, and Q3, tailored to the different audiences (regions/divisions, GSA, UNICEF management) and PPT presentation(s), up to a maximum of 12 working days within the contractual period.
Review of cases and preparation of reports, as per timelines within the contractual period, up to a maximum of 38 working days.

Support the identification of key additional data points for the monitoring of candidate experience;

Map UNICEF’s existing mechanisms and processes to monitor recruitment and candidate experience.

Provide actionable recommendations to the People Analytics team on new data points in collaboration with the business owners and the People Analytics team.

To qualify as an advocate for every child you will have…

An advanced university degree (Master’s or higher) in Social Sciences, Human Resources Management, International Relations or related field is required.
*A first University Degree in social sciences, human resource management, international relations, or another related field combined with 3 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
A minimum of three years of relevant professional experience conducting research and qualitative analysis related to employee or candidate experience;
Developing country work experience and/or familiarity with emergency is considered an asset.
Experience in talent management-related functions in the UN or a similar international organization is required.
Experience in planning and project management is desirable.
Excellent oral and written communication skills, with the ability to tailor language and engage different audiences; accuracy and professionalism in document production and editing.
Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners;
Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.), email/internet, and experience with various HR systems and digital tools.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
Self-motivated, able to work with minimum supervision and with tight deadlines.
