The purpose of this assignment is to provide project management support to the ICTD Digital Centre of Excellence (DCOE) and Information Security to enhance and maintain the Technology Playbook, address the related elements of UNICEFs cybersecurity program and to support staff adoption and uptake. Management responsibilities will include oversight of the development of an enhanced version 2 of the Playbook, inclusive of new content on Cybersecurity resources and Digital Resilience Self-Assessments; development of French and Spanish translations of key Playbook resources; implementation of internal communication and change strategies that increase use of the Playbook; coordination with internal divisions and offices to ensure harmonization with similar or overlapping resources; and routine monitoring and maintenance of the Playbook SharePoint site.

Developed in 2021, the UNICEF Technology Playbook was designed to be the internal reference and standard to support all stages of UNICEF County Office digital initiatives, from initiation through to handover and ownership by partners. The Playbook leads staff through a logical sequence of activities, providing ready-to-use templates and learning guides that reflect best practice in digital development. It promotes responsible implementation of digital initiatives to ensure the confidentiality, integrity, and availability of UNICEF’s digital assets.
The purpose of this assignment is to provide project management support to the ICTD Digital Centre of Excellence (DCOE) and Information Security to enhance and maintain the Technology Playbook, address the related elements of UNICEFs cybersecurity program and to support staff adoption and uptake. routine monitoring and maintenance of the Playbook SharePoint site.

Scope of Work:
The Playbook Project Manager is expected to support the following tasks:
Support finalization and publication of Playbook version 2, inclusive of development and integration of Cybersecurity resources and Digital Resilience Self-Assessments: Monitor the quality and timeline of the Playbook content vendor deliverables, regularly reviewing progress and providing expert guidance, serving as liaison between vendor and UNICEF staff.
Support setup and facilitation of a Technology Playbook User Review Group to inform Playbook version 2, identifying members and serving as focal point and co-coordinator of review forums.
Coordinate and consult Technology Playbook internal stakeholders to review relevant Playbook version 2 content, including focal points with ICTD InfoSec, the Data, Analytics, Planning and Monitoring (DAPM)Division, and Office of Innovation.
Liaise with internal team members and a designated vendor to ensure development of fit-for-purpose country office Digital Resilience self-assessments and cybersecurity resources for the technical area and incorporate within the Playbook version 2
Ensure quality control and completion of SharePoint layout of new content for Playbook version 2.
Oversee French and Spanish translations of Technology Playbook version 2 content: manage a contracted vendor to conduct translations of key resources and ensure layout of the translated materials onto the Playbook SharePoint Site.
Conduct routine maintenance of Technology Playbook content and SharePoint site: ensure content on the Playbook site is updated as needed based on new internal guidance linked within the Playbook or new resources. Maintenance will include harmonization, as needed, with other internal tools and/or guidance or developing recommendations on integration of related internal tools and required resources.
Develop internal communications plan intended to increase Playbook use, in coordination with ICTD communications team as well as internal stakeholders to enable cross-promotion of T4D tools.
Develop and disseminate Playbook communications collateral, as defined in the Playbook version 2 communications plan.
Deliver webinar and/or trainings on Technology Playbook for staff: following release of Playbook version 2, deliver at least one webinar and support development of slide decks for a Playbook training session to be held at the T4D OneTeam 2024 workshop.
Work with the ICTD communications team to post announcements on new translations in appropriate internal forums.
Analyze Playbook site data and feedback loops: monitor Playbook site analytics to identify the number and location of users, the content and resources accessed by staff, and test effective communications strategies. Use information gathered to develop communications materials and to inform maintenance and future updates to the Playbook.

To qualify as an advocate for every child you will have…

A first university degree in Media, Communication or Engineering
Experience in developing well-structured documentation for digital topics; incl. ability to break down complex technical topics for a nontechnical audience
Experience in developing tools and guidance (such as work aids and templates) for users
Knowledge of UNICEF T4D structures and processes would be an asset
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
