The overall objectives of the consultancy are to support the MoH and UNICEF in developing a comprehensive training package for rolling out the RUSH Protocol and the Kenya Rural and Urban Sanitation and Hygiene RTMIS in Kenya and conducting a national-level training of Trainers of Trainers (TOTs). The consultant is expected to train a maximum of 100 master trainers, who will subsequently train users of the protocol and system at the county and sub-county levels.

Background
In 2020, the Ministry of Health (MOH), with support from UNICEF, embarked on developing a new sanitation and hygiene protocol (later named Kenya Rural Sanitation & Hygiene Protocol – RUSH Protocol). The RUSH Protocol was designed to build on previous sanitation policies, such as the 2014 CLTS Protocol and KESHP, and launched in December 2023. The RUSH protocol has paved the way for developing the Real-time Monitoring Information System (RTMIS) based on a graded system that aims for safely managed sanitation and hygiene services in rural and urban areas. The current CLTS RTMIS (http://wash.health.go.ke/clts/index.jsp) hosted by the National MoH has supported progress towards ODF status. However, there is a growing need for a more comprehensive monitoring system to capture progress beyond ODF status, monitor other environmental health outcomes, and provide household-level sanitation and hygiene data across Kenya. The RUSH protocol requires a more integrated and comprehensive monitoring platform.
The MoH and UNICEF aim to roll out the RUSH Protocol and RTMIS across Kenya through building capacities of the national and sub-national governments and other sector partners to accelerate progress toward achieving the Kenya Vision 2030 and SDG Target 6.2. It is critical to develop a comprehensive training package that meets the target audience’s specific needs and aligns with established best practices and standards in sanitation and hygiene. These should be done based on desk reviews of existing national and international guidelines to gain insights into prevailing methodologies and approaches.
UNICEF, in partnership with MoH, is looking to hire the services of an individual consultant with solid expertise in capacity building in sanitation and hygiene to develop a comprehensive training package for the RUSH Protocol and RTMIS and support the training of Trainers of Trainers (TOTs) at the national level. The National-level ToT training will be cascaded to Counties to facilitate the effective implementation and operationalization of the RUSH Protocol and RTMIS. The consultant is expected to deliver the agreed deliverables in 3 months.
Expected results include:
A comprehensive training package (training manual, programme, and slide deck) is developed to enhance the capacity of stakeholders at the national and county levels to understand and implement the RUSH Protocol, Implementing Guideline, and Monitoring Framework and operationalize the Kenya Rural and Urban Sanitation and Hygiene RTMIS, including user registration, data entry, validation, certification, and analysis.
A dissemination version of the RUSH Protocol, Implementing Guideline, and Monitoring Framework has been developed, summarizing key components of these documents for dissemination and use during training and fieldwork.
A national-level training for ToT is organized with MoH and UNICEF for a maximum of 100 master trainers, who will be responsible for training users of the protocol and system at the county and sub-county levels.

Minimum Qualifications required
University degree in one or more of the disciplines relevant to the following areas: development studies, WASH or sanitation and hygiene, public health, behavior change communication, or economics and social sciences.
Knowledge/Expertise/Skills required
Minimum 5 years of relevant work experience in WASH.
At least 3 previous experiences in capacity building, research, review and/or development of WASH programmes.
Familiar with the current developments, research, and best practices in development of environmental sanitation and hygiene strategy.
A good understanding of global and national monitoring frameworks for WASH, including both urban and rural sanitation, on-site and off-site sanitation, communities, and institutions, is a must.
Good knowledge of the WASH sector and of the political governance structure in Kenya is required.
Experience working with/in UNICEF, the UN or other international development organizations is an asset.
Demonstrated technical report writing skills.
Fluency in written and oral English.
Excellent communication and facilitation skills, especially in facilitating workshops.

Technical Proposal: The individual consultant is expected to provide a technical proposal detailing understanding of the context and assignment, proposed methodology and timeline, expected challenges and mitigation measures, references for similar assignments for the last 5 years (note that this should include the name of clients; the names of projects; the duration of projects; links to reports if they are publicly available) and detailed CV(s). The proposal should not exceed 10pages.
Financial Proposal: The financial proposal will be all-inclusive and will provide a detailed budget covering consultant fees (Daily rate of each team member travel) and subsistence costs, and other expenses to be incurred for this assignment. Note that UNICEF will cover the workshop costs, and this should not be included in the financial proposal.
