IRC’s approach to Anticipatory Action uses rapid contingency planning where there is a specific, forecast hazard. We use long-range forecasts to prioritize high risk locations, which provides a 3-month ‘window’ in which to prepare a contingency plan. IRC’s Anticipatory Action process begins with regular monthly monitoring of global long-range weather forecasts, from Columbia University IRI. IRC has recently recruited a dedicated Climate Analyst role who will ensure consistent monitoring of forecasts.
IRC’s drought contingency planning process typically utilizes Household Economy Analysis (HEA) baselines to quickly develop a quantified scenario and uses the SRAF process, originally developed with ECHO funding, to develop the response plan & budget.
5 HEA baselines are currently available in Turkana, Kenya which cover the entire district:
KE01A: Turkana Central Pastoral (2019/20)
KE01B: Turkana Border Pastoral (2015/16)
KE02: Turkwel AgroPastoral (2019/20)
KE03: Kerio AgroPastoral (2015/16)
KE04: Lake Turkana Fishing (2019/20)
Contingency planning will therefore focus primarily on livelihood zones with newer HEA baselines (KE01A, KE02 & KE04).
Scope of Work
The consultant will be responsible for the following tasks:
Training Design and Preparation:
Consultant will use standard HEA Outcome Analysis training material
Conduct a pre-training assessment to gauge the existing knowledge and skills of the participants and adjust the training content accordingly.
Delivery of Training:
Facilitate a 4-day training workshop on Household Economic Analysis for IRC program staff.
Employ a mix of teaching methods, including lectures, group work, simulations, and hands-on practice, to ensure participants can effectively apply HEA in their daily work.
Provide guidance on the use of HEA tools and software, ensuring participants are proficient in data collection, analysis, and interpretation and have a robust understanding of how HEA can be used in different contexts:
Post-Training Support:
Conduct a post-training assessment to evaluate the knowledge gained by the participants.
Develop a short report summarizing the training outcomes, including recommendations for further capacity building.
Objectives
Conduct a standard 4-day Household Economy Analysis (HEA) Outcome Analysis training in Turkana, Kenya focused primarily on the use of the HEA Dashboard to support contingency planning (i.e. excluding in-depth training on the LIAS & Resilience Analysis).
Expected Deliverables

Selection of Key Parameters for Monitoring from Turkana Baselines KE01A, KE02 & KE04.
Minimum Qualifications:
Advanced degree in Economics, Development Studies, Social Sciences, or a related field.
At least 5 years of experience in conducting Household Economic Analysis, with a proven track record of delivering HEA training in the context of international development.
A certified TOT on Household Economic Analysis (provide the certificate)
Extensive experience working with NGOs, government agencies, or international organizations on livelihoods, food security, or economic resilience programs.
Demonstrated ability to use the HEA standard training material.
SRAF: forecast based contingency planning for slow onset hazards
Strong analytical skills and proficiency in HEA tools and methodologies.
Excellent facilitation and communication skills, with the ability to engage participants and foster a collaborative learning environment.
Proficiency in relevant software and tools for HEA data collection and analysis.
Fluency in English (written and spoken) is required. Knowledge of local languages in the region of operation is an added advantage.
The assignment is expected to take place over 8 days. The training will be conducted at Lodwar-Turkana County with participants from field offices. Interested consultants are invited to submit their proposals, including a detailed curriculum vitae, a brief description of their approach to the training, and a daily rate charge in (Kshs).
