Consultant (National) with Non-Communicable Diseases under the Nutrition Research Division (Adv#33/2025)

icddr,b invites applications from suitable candidates for consultancy with Non-Communicable Diseases, under the Nutrition Research Division.

Assignment/Activity: Develop and customize digital modules in OpenMRS platform for primary care services of NCDs at Upazila Health Complexes (UHC) and Community Clinics (CC).

Location: Mohakhali, Dhaka

Expected start date of assignment: 25 March 2025

Duration: 60 Days

Scope of work:

The consultant will contribute to the project “NIHR Global Health Research Centre on NCDs and Environmental Change” of the Non-Communicable Diseases (NCD), Nutrition Research Division (NRD) which focuses on mitigating health hazards due to environmental change and controlling Non-Communicable Diseases (NCDs) through strengthening primary care services in the coastal areas of Bangladesh. Under this study, digital NCD services will be developed in OpenMRS platform of Management Information System (MIS) of Directorate General of Health Services.

Specific Responsibilities:

Major responsibilities would include the following-

  1. OpenMRS module development and implementation at Upazia Health Complex and Community Clinics.
    • Module Development in OpenMRS for screening, referral and management of NCDs (Hypertension, Diabetes and Chronic Kidney Disease) through a clinical decision support system;
    • Security implementation of the OpenMRS module

  2. FHIR Service Development and Integration
  3. Implementation of FHIR service components including FHIR Integration and standard compliance:
  4. Upgrade and migration of technology stacks including assessment and planning and Execution:
  5. Maintenance and extension of existing OpenMRS components including OpenMRS modules and Non-OpenMRS System Components (SHR Microservices):
  6. Team Coordination and Collaboration including Cross-functional Collaboration and Technical Leadership:
  7. Documentation and training
    • Technical Documentation for all developed components, including architecture designs, codebases, and user manuals.
    • Conduct training sessions and workshops to equip team members and end-users with the necessary knowledge and skills.

Expected deliverables:

Requirement Analysis

  • Identify primary use cases (patient registration, clinical workflows, reporting for algorithm-based treatment module development).
  • Document current challenges and expectations from the module.

Development of OpenMRS Module for UHC with CC

  • Develop and integrate patient registration forms implementing clinical data entry forms (screening, diagnosis, treatment).
  • Add required validations and field-level constraints anddevelop core workflows (consultation, follow-up, referrals).
  • Ensure the development algorithm-based treatment module for hypertension, diabetes and chronic kidney diseases at UHC developing a CC module for the Community Clinic for screening, referral and follow-up.
  • Implement automated alerts and reminders for providers.
  • Integrate reporting and analytics features and Ensure data security and encryption protocols.

Testing

  • Ensure the algorithm-based treatment module testing.
  • Conduct unit and integration testing fixing reported bugs and refine features.
  • Validate module performance and scalability.

Training & Deployment with Monitoring

  • Deploy the module in a staging environment along with the development of a training manual and training the teams for the development module.
  • Ensure the data monitoring for OpenMRS in UHC.
  • Finalize documentation and provide handover module source code.

Required qualifications and experience:

Educational Qualifications:

  • A Bachelor’s degree in Computer Science, Software Engineering, or a related field is required.

Professional Experience:

  • A minimum of 8 years of experience in software development. Expertise in modern programming/scripting languages, including Java, Python, Node.js, and Angular JS.
  • Experience in developing and implementing solutions within healthcare systems using Spring MVC and JAVA EE (OpenMRS Platform) frameworks, particularly in OpenMRS, Bahmni, and FHIR, HIE ETLother environments.
