Purpose of the consultation
The Republic of Congo is committed to updating and strengthening its Nationally Determined Contribution (NDC) under the Paris Climate Agreement. This process aims to integrate ambitious and inclusive measures to reduce greenhouse gas (GHG) emissions and adapt to the effects of climate change. In this context, the Ministry of the Environment, Sustainable Development and the Congo Basin, with the support of CAFI and UNOPS, recruited Climate Analytics1 to lead this process. In order to highlight and ensure an inclusive and equitable approach, it is essential that the gender and social inclusion dimension, as well as the rights, needs, and roles of youth and children, be taken into account across the board in the development of NDC 3.0.
How can you make a difference?
1. Purpose of the position:
The objective of this consultation is to support the cross-cutting integration of considerations related to gender and social inclusion, youth and childhood, disabilities and indigenous peoples in the different phases of the process of developing the NDC 3.0, in order to ensure their effective and coherent consideration in national climate priorities.
2. Expected results:
The expected results are as follows:
- Under the technical supervision of the UNICEF Child Survival and Development Section Chief and Climate Analytics Mission Leader who is leading the development of Congo’s Nationally Determined Contribution 3.0 and in collaboration with the process steering committee, the expert’s main responsibilities will be:
- Conduct specific consultations with target groups (women, youth, children/representative organizations, indigenous peoples);
- Identify the challenges, vulnerabilities, capacities and differentiated roles of women, young people and children in the face of climate change;
- Carry out a rapid situational analysis on gender and social inclusion and the vulnerability of children, youth, the disabled and indigenous peoples in the climatic context of Congo;
- Ensure the integration of children’s needs in the adaptation part of the NDC.3.0 in the sectors: buildings, waste management, health, water resources and other components prioritized for adaptation.
- Develop a two- to three-page chapter on the integration of gender, youth and childhood in the NDC, aligned with international standards;
- Propose an approach to the systematic integration of gender, social inclusion (children, young people, indigenous peoples) in other sectors and specific indicators to be integrated into the NDC 3.0;
- Provide recommendations for monitoring and evaluating gender and social inclusion dimensions as well as youth in the implementation of the NDC across the different sectors prioritized for adaptation.
The consultant works from home and could carry out a mission in Brazzaville with the possibility of doing fieldwork for community consultations in the city of Pointe Noire.
Expected deliverables
Deliverable 1:
Analysis report on gender and social inclusion issues, youth and childhood in the Congolese climate context (10 pages)
Deliverable 2:
Developed note of the chapter on social inclusion and vulnerability of children, young people, disabled people and indigenous people on climate change in the Congo of 3 pages to be integrated into the CDN 3.0 (context – Analysis – integration strategy – priority resilience actions)
Deliverable 3:
- Strategic guidance note on the integration of these dimensions of children’s vulnerability into other sectors of NDC 3.0; (presentation of 10 slides to other sectors).
- Written contributions to the technical documents of the CDN 3.0 (document review and contribution of inputs)
Deliverable 4:
- Written contributions to the technical documents of the CDN 3.0 (document review and contribution of inputs)
- Recommendations for the gender/youth monitoring and evaluation system during the implementation of the NDC (suggestion of indicators that can be monitored)
Duration of consultation
48 days spread over 4 months, i.e. 12 days per month from the date of signature
Working conditions and travel
During the contract period, the consultant will be subject to the provisions in force at UNICEF relating to security, compliance with the rules, standards and procedures governing United Nations personnel and UNICEF in particular. He/she must have his/her own IT tools for the smooth running of activities. The supported department will provide him/her with a workspace in its premises located in Brazzaville.
Application submission procedures
Candidates will have to submit a technical offer and a financial offer.
The technical offer will include :
- A detailed CV including references from previous experience;
- A technical proposal produced by the consultant describing the working methodology; and
- A work schedule.
The financial offer will include a detailed budget (including tax) with unit costs.
The selection method used will be quality and cost based selection. Proposals will be ranked based on their combined technical (TS) and financial (FS) scores after introducing weights.
The consultant with the highest combined technical and financial score will be invited to the negotiations.

Education :
Hold a higher diploma (Bac+5) in gender studies, social development, climate/environment or related field;
Experience required:
- Experience with vulnerability analyses and climate change impacts in Africa,
- Minimum 5 years of relevant experience in the integration of gender and/or youth in public policies or projects, ideally linked to climate or sustainable development;
- Prior experience in Congo Basin region countries or UNICEF WCAR is desirable;
- Excellent writing and communication skills.
- Experience in an international or UN organization, NGOs and government as an asset.
