The Position:
The position of Individual Consultant, Support for the improvement of the Information System and Logistics Data Management for the distribution of SR/FP products, is located in Antananarivo, Madagascar and is placed under the general supervision of the UNFPA Representative, and under the direct supervision of the Technical Specialist in Securing Reproductive Health Products (RHCS), in close collaboration with the Reproductive Health team.

Job Objective:
Improve data management in the supply chain of Reproductive Health and Family Planning products through the following activities:
- Development of an interactive platform/Dashboard to ensure real-time monitoring of logistics data (Central, PhaGDis) by adapting or drawing inspiration from existing platforms
- Establishment of a suitable and effective mechanism for collecting and analyzing data, including the estimation of needs and the organization of the distribution of SRPF products, by adapting or drawing inspiration from existing platforms,
- Organization of orientation sessions for EMAR and EMAD, in particular: SR/PF managers, Input Management (GIS) managers, GIS managers, PhaGDis service providers on the use of the new mechanism.
You will be responsible for:
- Adopt a Dashboard on funding sources and uses.
- Develop and/or adapt a digital tool including the Dashboard to ensure effective monitoring and visibility of supply chain data (CENTRAL, PhaGDIS, CSB).
- Train/Guide relevant stakeholders on the use of the new system and data exploitation.
- Analyze and identify the strengths and weaknesses of current systems for collecting and analyzing data from the supply chain (distribution, etc.) of SRPF products.
- Inventory existing software with a view to taking advantage of its assets.
- Design and implement a suitable and effective mechanism to improve data management including order validation, PVRD analysis, RMA in DHIS2.
- Write a final report including recommendations and procedures for the sustainability of the system
- Establish a monitoring and evaluation mechanism for the system.
Qualifications and Experience:
Education:
- Master’s degree in supply chain management, public health, computer science, social sciences or a related field.
Knowledge and Experience:
- Excellent communication and coordination skills with different stakeholders
- Proven experience in training and capacity building of healthcare professionals.
- Proficiency in data management and analysis tools as well as dashboard development, such as Excel, Power BI, Looker, DHIS2 and OpenLMIS.
- Good knowledge of the Malagasy healthcare system, particularly with regard to the supply chain.Proven experience of at least 5 years in healthcare product management and logistics data analysis.
Expected deliverables:
- A diagnostic analysis report of the existing system with recommendations for improvement.
- A functional and documented data collection and analysis mechanism.
- A platform including an interactive Dashboard for monitoring supply chain data at all levels.
- A report on the orientation sessions conducted, including the training program and materials used.
- A final mission report including the results obtained and recommendations to ensure the sustainability of the solutions implemented.
