Consultancy Objective
IRC Mexico requires a Consultant as an individual with experience in qualitative data collection, Needs Analysis (NA), Protection Analysis, Stakeholder Mapping, and Recommendations to inform two deliverables that will inform the IRC response in Mexico. A

Needs Assessment Report to inform the proposal to be submitted to the European Community Humanitarian Aid Office (ECHO) in response to its Annual Humanitarian Implementation Plan (HIP) initiative for 2026 in Mexico. This consultancy will analyze existing data from current IRC projects, conduct complementary mixed data collections carried out during August and September 2025 in Tijuana and Ciudad Juárez, and will also analyze other secondary and tertiary sources that will be synthesized into a high-quality report, which will be presented to the donor as part of the ECHO HIP 2026 process.

Protection risk analysis report for the Protection Analysis Update (PAU) of the National Protection Working Group of Mexico. This consultancy will analyze existing data from current projects of working group members for 2025 and analyses of secondary and tertiary sources to analyze three priority risks using the Protection Analytical Framework (PAF). Additionally, the report should include recommendations for humanitarian organizations, local organizations, donors, and institutions to respond to protection risks in Mexico.

The consultant will work closely with the Senior Protection Coordinator, the Deputy Director of Programs, the Regional Monitoring and Evaluation Advisor for Latin America, and the co-leaders of the National Protection Working Group.

Scope of Work
Deliverables:
Deliverable 1: Work plan containing objectives and deliverables, as well as a schedule of activities.
Deliverable 2: Methodology and tools for analysis and data collection. Necessary adjustments to the tools. 
Deliverable 2: Needs assessment report.
Delivery 3: Protection Risk Analysis Report. Necessary adjustments to the final report.

Minimum Qualifications:

Required profile:

  • University degree in Social Sciences, Humanitarian Action, Law or similar.
  • At least 5 years of experience working in research development, diagnostics, and protection and needs analysis in the humanitarian action sector.
  • Demonstrated skills in analysis and report writing using methodologies validated by the Global Protection Cluster, including the Protection Analytical Framework and Needs Analysis methodologies.
  • Understanding the humanitarian situation of people on the move in Mexico.
  • Excellent verbal, written and visual skills.
  • Writing in Spanish and English is essential.
  • Proven experience using qualitative data analysis software.

Work environment:

  • The consultant must have access to his/her own computer for data recording, report writing, and participation in virtual meetings.
  • The consultant is expected to comply with all IRC security regulations.
  • You are expected to have an internet connection that allows you to participate in calls, upload and download project files, and use email easily. You are expected to communicate and act respectfully in all aspects.
  • The consultant is expected to be punctual to scheduled meetings and deliver deliverables on time.
  • The consultant will be responsible for covering his/her own expenses related to travel, transportation and insurance during the period of the consultancy.
  • The IRC team will provide support to the consultant in terms of security analysis in the intervention areas, as well as recommendations on the operational context and relevant key actors.
