Experience:
- Two years of experience in implementing projects/programmes in national or international organizations related to IHL, human rights law, humanitarian diplomacy or any relevant law related areas (Required)
- Proven experience in report writing, proposal development, and strategic planning (Required)
- Experience in project management, including budgeting and monitoring (Required)
Knowledge and Skills:
Understanding of International Humanitarian Law and humanitarian principles, with a willingness to enhance expertise (Preferred)
- Strong analytical, negotiation, and advocacy skills (Required)
- Excellent communication skills both oral & written (typing) in English and Bengali (Required)
- Proficiency in MS Office applications (Word, Excel, PowerPoint, Outlook) (Required)
- Ability to work effectively in a team and under tight deadlines (Required)
Desirable Skills:
- Experience in working with government officials, donors, and civil society organizations
- Knowledge of relevant international humanitarian law and policy frameworks
- Familiarity with the Red Cross Red Crescent Movement’s principles, mandate, and operations.
Languages:
- Excellent command of Bangla and English languages both in verbal and written
Responsibilities & Context
Duration of the contract: 12 months, with possible extension based on project funding ability
Reporting to: Director International Relations & Communication, Bangladesh Red Crescent Society (BDRCS)
Job Purpose:
Reporting to the International Relations Director, the Coordinator (International Humanitarian Law & Humanitarian Diplomacy) will be responsible for planning, implementing, coordinating, and following up on activities related to International Humanitarian Law (IHL) and humanitarian diplomacy (HD). The incumbent will ensure that both areas are integrated into BDRCS’s organizational priorities and operational activities. The incumbent will also support capacity-building initiatives, develop relationships with stakeholders, and advocate for critical humanitarian issues in alignment with the Society’s strategic goals.
Job Duties and Responsibilities:
Programme Development & Implementation:
- Assist in developing and implementing strategies, plans, and activities for HD & IHL.
- Organize and conduct capacity-building training, orientation, and awareness sessions for staff and volunteers.
- Collaborate with BDRCS branches to strengthen their capacity on IHL & HD initiatives.
- Assist in developing and monitoring budgets for activities, ensuring timely implementation and reporting.
Advocacy:
- Assist in developing and disseminating communication materials as position papers, issue briefs, and key messages on humanitarian issues.
- Advise Director on strategies to strengthen BDRCS’s auxiliary role to public authorities.
- Develop strategies, documents, etc. to enhance the relationship with the government authorities, donors, and stakeholders for visibility and promote the Red Cross/Red Crescent mandate.
- Contribute to the development of policies and strategies to address emerging humanitarian challenges.
Stakeholder Engagement and Building Relations:
- Build and maintain strong relationships with IFRC, ICRC, Partner National Societies (PNSs), and other stakeholders.
- Collaborate with donors and international organizations to pursue resource mobilization opportunities for BDRCS.
- Strengthen cooperation with government agencies to ensure alignment with national policies and frameworks.
- Contribute to increase the overall quality and scope through engagement with staff and volunteers across BDRCS who have skills in advocacy, negotiation, communication and other diplomatic experience or knowledge to exchange information, lessons and good practices.
Capacity Building and Knowledge Sharing:
- Develop and integrate learning tools on HD & IHL into training programs for staff and volunteers.
- Facilitate knowledge sharing and dissemination of lessons learned from IHL and HD initiatives.
- Support the development of BDRCS’s internal capacity to influence humanitarian policies and practices.
- Visibility and Communication:
- Enhance public understanding and support for the Red Cross/Red Crescent Movement’s mandate and activities in Bangladesh.
- Contribute to visibility initiatives through publications, reports, and digital content.
General Responsibilities
- Actively work towards the achievement of BDRCS’s goals.
- Abide by and work in accordance with the principles of the Red Cross and Red Crescent Movement.
- Perform any other work-related duties assigned by the line manager.
