Job Summary
UNDP Afghanistan Mission Statement:
UNDP has been working in Afghanistan for more than 50 years on climate change and resilience, gender, governance, health, livelihoods, and rule of law. Under the broader framework of the Sustainable Development Goals (SDGs) and in close coordination with other UN agencies, UNDP is supporting the Afghan people’s aspiration for peace, prosperity, and sustainability. UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power. Key priorities that govern or provide direction for the position’s work to show the link between the Unit priorities and position priorities/expected outcomes of an incumbent. The General Services Unit within the Operational pillar of the CO is responsible for the efficient, transparent, and cost-effective delivery of Administrative, Premises, Asset Management, and Logistics services in support of the Programme and CO operations which also includes support to other UN Agencies.

The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with the safeguarding of livelihood and the strengthening of community resilience. It is centered around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, addressing climatic vulnerability, and enabling the rehabilitation of small-scale infrastructure vital for basic human needs. It supports the creation of immediate sources of income through vocational skills training, cash-for-work (CfW), cash- for -market (CfM), small businesses, and livelihood opportunities with a particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. It is sensitive to the chronic and newly emerging vulnerabilities of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights.
The ABADEI Project has established an online data and information management system (ABADEI Information Management System). AIMS is the main system used for data collection, storage and reporting. AIMS 3.0 was developed and launched in June 2023, and with this system, the project now have quick access to reliable data all in one place.
The Data Quality Control and Process Experts will be responsible for providing technical support to the AIMS (ABADEI Information Management System) team. The Data Quality Control and Process Experts’ responsibilities will include supporting the daily functioning of the system, creating the needed changes within the system to strengthen the system and supporting documentation of how the system operates.
Duties & Responsibilities
Scope of work:
The ABADEI Information Management System Database Officer will undertake the following to ensure the success of the project:
Key Responsibilities:
• Supporting smooth performance of AIMS 3.0
o regular bug fixing based on user feedback
o identify and implement ways to speed up system performance
o keeping track of service renewal related to AIMS functioning
• Support the developer with improving existing features to facilitate data collection and analysis
• Knowledge transfer sessions:
o Attend training from the software developer on AIMS-related coding
• Data Quality Control and Process
o Follow up with the project implementing partners on submission of data,
o Checking and verifying the accuracy of the data submitted by the partners,
o Support the ABADEI PMU in generating data for quarterly, annual, and other reports.
Institutional arrangement: Under the overall guidance of the ABADEI Project Manager, the Data Quality Control and Process Experts will work under the direct supervision of the ABADEI Project Analyst.
Payment: Monthly bases
Travel Cost and DSA: The salary is inclusive of travel cost and DSA.
Duration of the assignment: 3 months
Duty station: Kabul, Afghanistan.
Job Requirements
Experience and Skills:
1. Advanced university degree in computer science with a Specialization in Management Information Systems or relevant fields in software development and coding. Or A first-level university degree (bachelor’s degree) in the above listed fields of study, in combination with an additional two years of qualifying experience, will be given due consideration in lieu of the advanced university degree.
2. Minimum of 3 years (with master’s degree) or 7 years (with a bachelor’s degree) of relevant experience at the national or international level in database development and MIS development.
3. Professional knowledge of front-end and back-end technologies including HTML5, CSS3, ASP. NET Core, SQL, Ms. SQL Server, and any of the related frameworks/libraries is required.
4. Practical knowledge of innovative approaches in mobile software development including Restful WebAPIs, GraphQL, PWA, Angular/React/Vue, or Xamarin, is required.
5. Practical knowledge of NetCore 6.0, Angular 14+, and developing web-based worksheets with advanced features is required.
6. Advanced practical knowledge of Ms. Access and Ms. Excel and the related data exchange mechanisms is required.
7. Experience of application and server deployment in Ms. Azure, AWS or GCP and their related technologies, including CI/CD is required.
8. Experience with source code management platforms i.e. GitHub is required.
9. Advanced programming skills with good software development practices (based on standard software development principles) is required.
10. Ability to work independently and in a team environment.
11. Previous work experience with UN agencies is an asset.
12. Any certificate from globally accredited institutions in the aforementioned areas is an asset.
