Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The Federation is served by a Secretariat based in Geneva, with regional, country cluster and country offices throughout the world. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; and (iii) Management Services. The Secretariat’s activities globally are led by five regional offices in; Africa, America’s, Asia-Pacific, Europe and Middle East – North Africa.

Job Purpose
The Security Delegate is line managed by the Head of Country Cluster Delegation – Khartoum (Sudan & Eritrea) and receives technical direction from the Africa Regional Security Manager and/or the Global Security Unit in Geneva.
The Security Delegate, serves as the lead technical resource on risk assessment, security management, and critical incident management within the Country Cluster , providing training, professional expertise, and guidance to the Head of Country Cluster Delegation, and other country operations and Support Teams.
The Sudan Security Delegate will work with the Africa Regional Security Manager to ensure that the IFRC’s Minimum Security Requirements (MSR) are implemented in.
The Sudan Security Delegate will perform constant monitoring of the volatile security situation in country, throughout the different regions where activities are being implemented, as well as the travel routes to those locations.
Coordinate effective security processes and procedures that aim to further improve the IFRC’s overall security management in the area of operations, and collaboration with within the RCRC Movement.
Job Duties and Responsibilities
Monitor and analyse the security situation in Sudan and identify security related trends and issues that affect the IFRC. Recommend to Head of Cluster Delegation changes to operations and/or procedures to address identified security trends and issues.
Establish and maintain internal and external security related contacts and participate in security meetings both internally and externally with ICRC, PNS, SRCS, UNDSS, other UN agencies, INSO, local authorities and NGO’s and others as required.
Monitor the evolving security situation in the different regions where activities are being implemented, as well as the travel routes to those locations and produce regular analysis and reports for sharing and dissemination to HoD and staff.
Undertake security assessment missions according to the needs and as directed by the Head of Delegation is consultation with the Regional Security Coordinator to ensure compliance with the IFRC’s MSRs.
Advise managers on coordinating actions required to deal with security sensitive situations and if required the management of critical incidents.
Follow up on security incident reporting and assist the Senior Manager, in incident analysis and incident mapping. Maintain the incident tracking tool for the Delegation.
The Security Delegate will conduct mandatory security briefings to new IFRC staff (Delegates & Nationals), staff on mission and visitors. This will also include maintain a briefing and debriefing file and on regular basis and sharing feedback with HoD.
The Security Delegate will conduct training sessions for delegates, IFRC employed national staff, and SRCS volunteers in both basic security awareness and technical security related areas such as defensive driving, radio communications, etc. This will also ensure that staff deployed in the Delegation have completed the mandatory security courses.
The delegate will be responsible for updating and getting the relevant MSR documents approved. The delegate will also be responsible for updating the evacuation plans.
The delegate will support Sudanese Red Crescent Society (SRCS) with their security risk management and focus on enhancing their capacity, skills and knowledge.
The Security Delegate will disseminate and promote the various IFRC security tools and initiatives in the Khartoum Country cluster to all Movement partners, the National Society such as the Stay Safe handbooks and ”Stay safe” e-leaning modules.

Perform any other work-related duties and responsibilities that may be assigned by the line manager.
Lateral Relationships.

Establish and ensure effective working relations with the delegates and national staff.
Establish and maintain effective liaison relations with HNS, ICRC, UNDSS (and other UN organizations/departments), NGO community including security forums and other security service advisors, including, where pertinent, with local authorities.

Accountability.

To strengthen the security management structure and improve the IFRC’s overall security support in insert country/mission here, by ensuring compliance with the MSRs and establishing security contacts.
To provide timely and effective support to the Senior Manager, regarding all security.
To ensure that managers in the designated area of operations are supported with timely security support, including during and after security incidents, provision of information on security trends, and all proposed actions or measures to improve individual, institutional and operational security.
Education
Relevant university degree or extensive professional qualification/experience in security management. Required.
Successfully Completed the Stay Safe Global Edition 1-3 e-learning courses. Required.
Basic Delegates Training Course or equivalent knowledge. Preferred.
Experience
5 years experience in a similarly wide-ranging role; Required.
Field experience in humanitarian security work, preferably in the region and with the RC/RC; Required.
Demonstrated understanding of key principles of Civil Coordination from a RC/RC Movement perspective. Required.
Knowledge, Skills and Languages
Demonstrated success in planning, project management and reporting; Required.
Advanced computer knowledge as user; Required.
Sharing the RC/RC principles and values; Required.
Ability to work in a multicultural environment; Required.
Proven ability as a good communicator. Required.
Fluently spoken and written English. Required.
Fluency spoke and written Arabic. Preferred.
Good command of another IFRC official language (Spanish, Russian, French …). Preferred.
