Duties and Responsibilities – UNjobs Asia – Bangaladesh
- Take the lead in creating and implementing the Monitoring, Evaluation, Accountability and Learning (MEAL) strategy and framework at the level of the country office to provide timely information on delivery terms of outputs, outcomes, and impacts, enabling the management of the programmed/cluster/project teams to track and improve implementation, generate learning, and support evidence-based advocacy;
- Contribute to the project and program M&E cycle, including the development of the project theory of change, the drafting of M&E sections, the review of the beneficiary selection and identification process, the setting of benchmark values for the logical framework indicators, key checkpoints for the project’s work plans and performance, and budget reviews to ensure that MEAL costs are fully integrated;
- In collaboration with technical experts contribute to the development of output and outcome monitoring indicator, process and quantitative/qualitative tools for data collection, analysis and management in order to implement the strategy and framework that are adaptable according to contextual and operational differences;
- Establish a secure beneficiary tracking system to increase accountability in beneficiary selection, counting and registration protocols for the projects to ensure that beneficiaries are informed and involved in the project design, implementation and evaluation;
- Support monitor project activities and progress towards achievement of results and provide feedback to FAO Management for improving the efficiency and effectiveness of project implementation by providing overview on Value for Money, Return on Investment, Cost Benefit Analysis and other indices;
- Undertake visits to the field to support implementation of the project/programme activities and to identify/recommend required adaptations and assist in coordinating across various field offices to ensure effective and consistent implementation of MEAL activities as well as data quality;
Minimum Requirements
- Advance university degree in agricultural and development economics, statistics, rural development or related field, preferably in information management.
- Minimum 10 years of experience in MEAL applied to food security and/or agricultural programmes;
- Working knowledge of English (Level C) and Bangla
- National of Bangladesh

Technical/Practical Competencies
- Excellent knowledge of MEAL tools and methodologies applied in food security, agricultural and resilience interventions;
- Working knowledge of advanced statistics with ability to use statistical software packages (e.g. SPSS and R);
- Good knowledge of using and programming questionnaires in Open data kits (in particular Kobo toolbox);
- Proficiency in MS Office (Word, Excel, Access, Outlook);
- Ability to perform in multi-cultural and multi-disciplinary context;
- Experience in emergencies would be an asset;
- Field experience in implementing MEAL activities and strategies required
