Job Description:
POSITION OBJECTIVE
The District Engineer will be responsible for the day-to-day supervision of the projects. He will provide support to the provincial design, Estimation and QA/QC Engineers for survey and design team on data collection, survey, and preliminary design at field level. He/she will make sure Quality of the construction is being carried out by the contractor as per the design, specification, and the contract document. Under the direct supervision of the Provincial coordinator, he/she will have the following responsibilities.
JOB DUTIES AND RESPONSIBILITIES
1. Conduct site survey and gather required data for project planning and design, assist in the design of projects.
2. Collaborate with design engineer/team to ensure that design specifications are feasible and match the reality of site.
3. Play a responsible role in the implementation of the projects by supervising and monitoring of the construction activities that compliance with project specifications, quality standards, safety regulations and contract documents.
4. Oversee the quality of materials supplied by the contractor, ensuring the quality, safety standards and specification.
5. Supervise and manage construction company’s team, enforce safety protocols ensuring efficient workflow and coordination among the team.
6. Make sure that the construction works carried out by the contractor are as per the design and specification and contract document.
7. Contribute to the development of project plans, review of the work plan submitted by the contractor and provide recommendations to supervisor for approval.
8. supervise testing, inspection of materials and completed activities, ensuring compliance with standards and specifications, maintain records of the manpower and progress of the works to ensure the timely completion of the project.
9. Provide regular progress reports to supervisor, timely communicating achievements, challenges, and deviations from the project plan.
10. Address and resolve project issues and challenges promptly, collaborating with supervisor and team to find effective solutions.
11. Maintain records of project activities, including daily/weekly/monthly progress, and changes to the project plan.
12. Communicate with the team and construction company to ensure clear understanding of project requirements and expectations.
13. Critically monitor the project cost and BoQs, identify potential cost- saving opportunities. Checking of invoices submitted by the contractor against the site measurement, reporting deviations and recommendation to supervisor.
14. To ensure that all construction activities adhere to social and environmental regulations and standard requirements.
15. To carry out the responsibilities of the role in a way which reflects AKF (Afg)’s commitment to safeguarding staff, beneficiaries and protecting children from harm and abuse in accordance with AKF (Afg)s Safeguarding policy.
16. To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.
OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
1. May require attending the regular meeting with the AKF and PIU team on various occasions.
2. Any job-related tasks are assigned by the immediate supervisor or senior management at the area office level.
Job Requirements:
JOB SPECIFICATION
1. University degree in civil engineering or a related field.
2. Strong communication and interpersonal skills to effectively collaborate with stakeholders and team members.
3. Good in English, and fluent in local languages.
4. Proven experience of at least 3 years in rural infrastructure projects, including survey, design, construction, and supervision. Experience in rural water and sanitation, specifically solar powered water projects development, and community driven projects implementation will be preferred.
5. Familiarity with rural development standards, procedures, and regulations.
6. Excellent technical survey and engineering design review, analyses, problem-solving, and decision-making skills. And knowledge of water supply design software.
