UNDP has an important role in supporting health outcomes by supporting countries to address the social, cultural and economic determinants of HIV and health, in partnership with UN entities and other organizations. This is done through UNDP’s core work in reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive governance for health, and building resilient and sustainable systems for health. UNDP also contributes through its coordinating and convening role in bringing together multiple partners and resources at national and local levels.

As a trusted, long-term partner of The Global Fund, UNDP’s value proposition lies in providing an integrated package of development solutions to strengthen institutions to deliver health services. Through its contributions as interim Principal Recipient (PR) and provider of technical assistance in over 53 countries since 2003, UNDP’s provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments. Proactive risk management and investing in sustainability are the cornerstones of UNDP’s portfolio management approach and providing technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies and regulatory frameworks, and building capacities across key functional areas, including financial management, health information systems, procurement and supply chain management. Within the HHD Group, the Global Fund Health Implementation Support Team (GF/HIST) is a dedicated team providing support to UNDP Country Offices implementing health and development programmes. UNDP’s partnership with The Global Fund, makes a vital contribution to UNDP’s Strategic Plan, the 2030 Agenda for Sustainable Development, the SDGs and the pledge to leave no one behind.

In South Sudan, UNDP has been the PR of the Global Fund grants on behalf of the Government of South Sudan since 2004. Since then, working in partnership the Ministry of Health and national stakeholders, technical partners and donors, UNDP has been managing the Global Fund HIV, TB and Health Systems Strengthening grants in South Sudan. UNDP is also the main PR for the Global Fund Covid-19 Response Mechanism (C19RM) launched in April 2020, focusing on pandemic preparedness. The Global Fund grants are aimed at providing TB and HIV services, building resilient and sustainable systems for health.

UNDP South Sudan is seeking to recruit a Driver to support the Global Fund Programme Management Unit.

Duties and Responsibilities

Under the guidance of the Finance Specialist, the Driver provides reliable and safe driving services ensuring high accuracy of work. The Driver demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact, and the ability to work with people of different nationalities and cultural backgrounds. The Driver provides driving services to the Programme Management Unit, the Riverside Central Medical Warehouse, the Global Fund Country Team, and any other officials as requested.

Due to the complexities of managing the Global Fund grants, the TOR for the Drivers for the Global Fund Programme have been extended since 2016 to support the function of the Logistics, Administrative and Assets Management Functions.

 

Duties and Responsibilities

 

Provision of reliable and secure driving services

Drive office vehicle for the transportation of authorized UN staff;
Deliver and collect mails, documents and other items to/from Government offices, UN Offices and other institutions;
Meet and pick/drop official personal and visitors at the airport including, visa and customs arrangements when required;
Verify that passengers wear seatbelts and facemasks at times when in the vehicle;
Ensure all immediate actions required by rules and regulations are taken in case of involvement in accidents;
Ensure vehicle comply with Minimum Operating Security Standards (MOSS).

Cost-saving through proper use of the vehicle

Ensure cost-saving by driving responsibly;
Maintain daily vehicle logs, daily mileage, gas consumption, oil change, servicing, greasing and repairs;
Provide inputs to preparation of vehicle maintenance plans and reports.

Provide day-to-day maintenance of the assigned vehicle

Ensure that the official vehicle is kept clean and is always in good working conditions;
Make minor repairs and arrangements for major repairs;
Change oil, check tires, check brakes and timely washing of the car.

Maintain and ensure availability of all required documents/supplies

Maintain and ensure availability of all required documents/supplies including, vehicle insurance, vehicle logbooks, office directory, map of the city/country, first aid kit and necessary spare parts in the assigned vehicle;
Ensure all immediate actions required by rule and regulations are taken in case of involvement in accidents.
Extended TOR for the Global Fund Programme Drivers

Travel bookings Management

Prepare passenger booking request forms for all travels – once done, obtain UNDP introduction letters and RRC introduction letters from the Administrative Assistant
Submit bookings and introduction letters for signatures/approval
Submit bookings to UNHAS
Distribute tickets to UNDP Staff and Government counterparts
Assets Management

Provide support in assets management – receiving, inspecting and tagging of assets
Provide support in loading and offloading assets
Manage and organize maintenance for PMU IT Equipment and general equipment.
Administration

Assist the Unit in filing – this to be monitored by each functional head to ensure that the right documents and files are being updated
Assist in photocopying and scanning of documents for filing
Staff leave monitoring is assigned

Required Skills and Experience

Education:
Secondary Education supplemented with a certificate from a Technical/Vocational School

Experience:
Minimum 3 years’ work experiences as driver in a recognized institution with safe driving records

Work experience in the United Nations, international NGOs or diplomatic missions is preferred

Adept in national driving rules and regulations, Skills in minor vehicle repair and mechanics

Basic computer literacy is required

Valid Driving License

Fluency in English, basic Arabic, and knowledge of local languages
