The South Asia Region Context

The South Asia Region comprises eight countries (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka) that range in size from India (with a population of over 1 billion) to Maldives (with 0.3 million people). The region has experienced a long period of robust economic growth, averaging 6% a year over the past 20 years. It was the second-fastest growing region in the world in the aftermath of the global crisis. This strong growth has translated into declining poverty and impressive improvements in human development. The percentage of people living below the poverty line fell in South Asia from 56% to 16% between 1981 and 2013. Still, the region remains home to a third of the world’s poorest, with 216 million people living below $1.9/day.

This position is based in Dhaka, Bangladesh and focuses on forestry, biodiversity, nature-based solutions, ecotourism, integrated coastal zone management, rural livelihoods, sustainable fisheries, community-based natural resource management, and related topics.

The ENB GP in South Asia seeks to recruit a highly skilled Natural Resources Management Specialist who would work as part of various task teams involved in developing (preparing) and providing implementation support to World Bank-financed projects/activities, particularly on forestry, biodiversity, nature-based solutions, ecotourism, integrated coastal zone management, rural livelihoods, sustainable fisheries, community-based natural resource management, and related topics.

The Natural Resources Management Specialist will report to the ENB Practice Manager for the South Asia Region (SAR) and work as part of the World Bank Bangladesh Country Unit.

Job duties and responsibilities:

• Provide operational and analytical support on issues related to forestry, biodiversity, nature-based solutions, ecotourism, integrated coastal zone management, rural livelihoods, sustainable fisheries, community-based natural resource management, and related topics.
• Support the implementation of the World Bank’s ongoing natural resource management program for green growth in Bangladesh, which includes investment projects on forestry and fisheries sectors. Implementation support will include participation in preparation and supervision missions, drafting mission and project documents, among others.
• Contribute to the natural resource management and environment portfolio-related business and pipeline development in Bangladesh.
• Support the implementation of natural resource management-related advisory services and analytics (ASA) activities in Bangladesh, including through technical inputs, coordination, and planning for the timely delivery of analytical products. Generate and curate knowledge, such as by identifying best practices and recommendations for implementation approaches and promote dissemination at the national and global levels.
• Contribute to the engagement and policy dialogue with government counterparts and other collaborators on natural resource management in Bangladesh, liaising with relevant government partners such as the Ministry of Environment, Forest and Climate Change; Ministry of Fisheries and Livestock; Ministry of Local Government, Rural Development and Co-operatives; and development partners; among others.
• Build relationships and facilitate effective communication with other clients, development partners, NGOs, civil society, private sector, academia, and other stakeholders.
• Contribute to analyzing and disseminating lessons learned and best practices from specific Bank projects for research, knowledge, and learning purposes.
• Represent ENB GP in relevant internal and external meetings on ENB thematic areas within the region.
• Be a technical team member on operations led by ENB and/or other GPs.
• Contribute to a variety of written products and communications, including components of briefs, analytical notes, aide memoires, technical notes, project concept notes, and project documents, as well as draft other technical working papers for wider circulation.

Selection Criteria

• Advanced degree (Master’s or PhD) in environmental management, public policy, environmental economics, natural resources management, forestry, or other relevant disciplines (e.g., applied natural sciences).
• 5+ years of proven, relevant professional experience in the environment/pollution management field.
• Strong analytical skills, ability to think strategically, analyze and synthesize diverse qualitative and quantitative environmentally related data and information.
• Deep knowledge of environmental and pollution management issues, policies, and institutions in developing country contexts.
• Ability to follow up multiple work-streams simultaneously.
• International experience is an advantage; experience in developing countries / emerging economies is a strong advantage. Ability and willingness to travel frequently, including to developing countries and possibly remote, fragile and conflict affected areas, is required.
• Ability to work well with a range of stakeholders, including project-affected parties, government officials, non-governmental organizations / civil society, and project investors and their staff.
• Sound knowledge of United Nations Framework Convention on Climate Change, Intergovernmental Panel on Climate Change GHG accounting methodologies, or similar standards, Convention on Biological Diversity, and other international agreements and conventions related to climate change and biodiversity is an advantage.
• Ability to communicate ideas clearly and confidently, articulate issues and recommend solutions.
• Excellent inter-personal and team leadership skills and ability to easily interact with people of different backgrounds and seniority inside and outside the World Bank, including clients and partners.
• Excellent writing and communication skills in both local language and English are required. Knowledge of other languages will be an advantage.
• Good team player who can work as a member of a multi-disciplinary and multi-cultural team, motivate and lead group efforts and network effectively across boundaries.
• A drive for results while working with limited supervision and under tight timelines.
