Job Description:

How can you make a difference?

Under the supervision of the Education M&E specialist, and working closely with the Education Data Specialist, Data Officer is responsible for supporting primary data collection processes in education, specifically in the generation of monthly teacher payroll, Community-Based Education (CBE) database, GATE (Girls’ Access to Education) database, and public schools supplies database, as well as ad hoc databases supporting girls access to education and women’s right to work. This involves working closely with UNICEF implementing partners (IPs) and Education Technical Extenders (ETEs) to ensure regular follow-up, data collection, cleaning, and validation. Moreover, the Data Officer plays a crucial role in providing capacity-building support to IPs and ETEs regarding data collection processes, ensuring standardization in data collection processes, and promoting data quality. Furthermore, the Data Officer contributes to the development and deployment of databases and dashboards to effectively manage and visualize education-related data. Lastly, the Data Officer assists in the information management underlying internal and third-party monitoring in education. This includes participating in the revision and improvement of data collection tools, specifically in Dari and Pashtu languages, to ensure accurate and culturally appropriate data collection.

In summary, the Data Officer at the UNICEF NOA level supports primary data collection processes in education, collaborates closely with partners, contributes to database and dashboard development, and assists in information management for monitoring and evaluation purposes.

Summary of key functions/accountabilities:

1. Support to Programme development and planning: primary data collection for CBE, GATE, and public-school supply monitoring:

  • Support the primary data collection, verification, and analysis in education from internal and third-party monitoring.
  • Support the Data Specialist stakeholders and counterparts to develop and deploy digital tools for data collection on CBE, GATE, and public school supply monitoring, real-time monitoring (RTM) of access to education, in line with applicable policies, guidelines, and other frameworks. Specifically:
  • Validate and verify information IPs and ETEs enter in the activity-Info database in a timely manner and carry out all activities related to the routine operation of the database – daily data cleaning.
  • Support the Data Specialist in the deployment of dashboards and data visualization tools linked to education ActivityInfo-based databases.
  • Support the M&E Specialist in the review and translation of data collection surveys in internal and third-party monitoring.
  • In collaboration with the Planning, Monitoring, and Data (PMD) Section, support the Section in education data analysis and synthesis.

2. Capacity building, innovation, and knowledge management Training, documentation, and capacity development of the Implementing Partner staff and in ongoing data collection:

  • In collaboration with the relevant Section stakeholders, identify training, documentation, and capacity development requirements to support data collection using existing data sources.
  • Support the development of training, documentation, and capacity development resources available or develop training, documentation, and capacity development tools that may be required.
  • Support delivery of training and other capacity development activities (e.g., CBE Information Management Clinics, workshops, webinars) online and in person as agreed with the relevant Section Colleagues and their counterparts.
  • Support initiatives to promote critical thinking, innovative approaches, and good practices on grant management within the organization as well as with externals to ensure effective and efficient grant implementation.

3Programme Management, Budgeting and Reporting:

  • Support the data and information sharing between education grant managers at the ACO and Zonal level, and between Access, Quality, and System Support Unit at the national level.
  • Participate in monitoring and evaluation exercises, programme reviews, and annual sectoral reviews with implementing partners and private sectors and prepare reports for the Chief of section.
  • Support the M&E/IM Specialist in the operationalization of the internal integrated monitoring framework for the Education Section, as well as support to third-party monitors.

4. Collaboration with program team and implementing partners:

  • Support the System Support Unit in establishing a clear accountability framework with programme, for the delivery of results for children, across different grants, taking into consideration the different results of the different grants.
  • Support on to Create and maintain specific information management system/dashboard for CBE including supply provision, Implementation Partner management, and core sector indicators for monitoring.
  • Ensure alignment between the specific dashboards and other dashboards, for efficient and effective management.
  • Support M&E/IM Specialist in the implementation of office-wide ACO Information Management System and its operationalization in Education.

5. Reporting: 

  • Support M&E Specialist to integrate Activity Info dataflows into a centralized monitoring dataflow with a view to achieve Sector-wide reporting.
  • Support Result Managers to prepare financial reports for each grant and quality assured
  • In collaboration with the KM Officer, support the preparation of (donor) reports, ensuring the accurate and timely submission of high-quality, evidence-based reports.

Job Requirements:

To qualify as an advocate for every child you will have…

  • A University degree in one of the following fields is required: Computer Science, Information Technology, Business administration, public administration, or other relevant studies.
  • A minimum of One year of professional experience in:
    • Data systems development and management
    • Experience working in Emergency Settings
    • Capacity development of staff and partners
  • Fluency in English is required, and local languages (Dari & Pashto) are required.
