Job Description:

Scope of work:

The Education Programme Manager is responsible for the strategic planning, implementation, and monitoring of ASLO’s education programs. This role ensures that programs align with ASLO’s objectives, donor requirements, financial policies, and international best practices. The position includes overseeing the delivery of educational services, managing education teams, liaising with key stakeholders, and promoting sustainable, high-impact programming. A particular focus is placed on gender equality, student retention, capacity building of educators, and community engagement.

Key Responsibilities:

  • Lead the design, implementation, and oversight of ASLO’s education programs in line with organizational goals and donor expectations.
  • Develop and manage project work plans, budgets, and timelines to ensure effective use of resources.
  • Monitor program progress and evaluate outcomes to ensure alignment with ASLO’s education strategy and international education standards.
  • Initiate and oversee capacity-building activities for staff and educators, focusing on community-based education (CBE) and youth/adolescent education initiatives.
  • Conduct regular field visits to ensure the quality, timeliness, and effectiveness of education service delivery.
  • Supervise, mentor, and support a team of education personnel, including teachers, headmasters, and field staff.
  • Set clear performance objectives, conduct regular appraisals, and foster professional development.
  • Provide technical assistance to staff, ensuring they have the necessary training, tools, and resources.
  • Cultivate a positive and collaborative work environment, encouraging skill-sharing and problem-solving.
  • Build and maintain strong relationships with key stakeholders, including government bodies, donors, NGOs, and community leaders.
  • Advocate for the active participation and retention of students, particularly girls, working closely with local communities to foster trust and support.
  • Engage with school management committees (SMCs) to ensure community involvement in decision-making processes.
  • Ensure accurate, timely data collection and reporting, maintaining comprehensive records of students, teachers, and program activities.
  • Monitor student learning achievements and provide feedback to inform program improvements.
  • Develop tools for internal and external evaluations and ensure timely submission of quality reports on progress, challenges, and achievements.
  • Ensure strict adherence to ASLO’s financial and procurement policies.
  • Monitor expenditures to ensure compliance with budgets and donor requirements.
  • Oversee the efficient distribution of teaching materials and supplies, ensuring transparency and accountability.
  • Continuously assess the effectiveness of educational interventions and adapt strategies to enhance program impact.
  • Promote gender equality, inclusion, and child protection throughout all education activities.
  • Encourage students’ engagement in creative activities (e.g., writing, poetry) and explore avenues for publication to celebrate student achievements.
  • Contribute to the development of new program proposals, integrating lessons learned and innovative approaches.

Job Requirements:

Qualifications & Requirements:

  • Bachelor’s degree in Education, Social Sciences, or a related field (Master’s degree preferred).
  • Minimum of 5-7 years of experience in a managerial role within education programs, preferably with NGOs, UN agencies, or similar organizations.
  • Experience in managing CBE and ALS (Accelerated Learning) programs in Afghanistan is highly desirable.Skills:
  • Proven project management skills, including budget management and donor reporting.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint); experience with data management tools (e.g., Kobo Toolbox, MIS systems) is a plus.
  • Strong data analysis skills, with the ability to identify trends and provide actionable recommendations.
  • Excellent verbal and written communication skills in English, Dari, and/or Pashto.
  • Proven ability to prepare high-quality reports, proposals, and correspondence.
  • Strong organizational skills with the ability to manage multiple complex projects.
  • Demonstrated leadership skills, including team management, mentorship, and performance monitoring.
  • Excellent interpersonal skills with the ability to engage and collaborate with diverse stakeholders.
  • Ability to work under pressure, manage changing priorities, and adapt to evolving project scopes and security conditions.
  • High level of integrity, accountability, and commitment to ASLO’s core values, including gender equality, inclusivity, and child protection.
  • Familiarity with child safeguarding and protection standards in educational settings.
