Organizational Setting

FAO Afghanistan is investing across all 34 provinces of Afghanistan in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In particular, FAO provides a combination of humanitarian and basic needs/non-humanitarian assistance to female and male farmers and herders across Afghanistan in the agriculture, livestock, irrigation and natural resources sub-sectors through its projects and programs, as described in the 2024 Humanitarian Needs and Response Plan (HNRP) and the United Nations Strategic Framework for Afghanistan (UNSFA) 2023-2025, specifically under UNSFA Priority 2 Economic Opportunities and Resilient Livelihoods.

 

Reporting Lines

The incumbent will work under the overall supervision of the FAO Representative (FAOR) or Deputy FAO Representative (DFAOR) in Afghanistan. S/he will work under the direct supervision and the overall guidance of the Head of Programme Unit and Emergency and Rehabilitation Officer (Programme). The direct supervisor or as assigned, will be responsible for all day-to-day supervision, technical guidance and the performance evaluation.

 

Technical Focus

The incumbent will be providing support to the Programme Unit and the country office on programme development and design, writing donor proposals and reports, project documents and corporate reports etc. S/he will also work in close coordination with the various Unit Heads and functional leads in the country office, region and HQ on the required information and ensure timely and quality submission of documents.

 

Tasks and responsibilities

• Provide support to the FAO Afghanistan Field Programme Development Team in all matters related to day to day programme development and reporting;
• Participate in the review of context analysis, needs and disaster assessments, support interagency processes and programme formulation initiatives;
• Participate in the design of projects and programmes, with emphasis on Humanitarian, Development and Peace (HDP) nexus and medium-term resilience building;
• Coordinate and work closely with technical teams, seek inputs and consolidates sector specific briefs ensuring technical clearance is obtained from the relevant technical unit;
• Produce proposals, programme/project documents, briefs, and donor report ;
• Liaise with other UN agencies, Food Security and Agriculture Cluster and NGOs to identify opportunities for joint programmes and initiatives;
• Prepare for and participates in PMT and as may be required, attend the United Nation Country Team and/or Humanitarian Country Team meetings;
• Provide FAO inputs to strategic documents are timely provided and support advocacy efforts to ensure sectoral needs are fully reflected;
• Provide overall programme support and support capacity development at the country-level;
• Represent the country office on selection panel as may be required.
• Supervise affiliate workforce as may be delegated by the FAOR or Deputy FAOR.
• Perform other duties as required.

Requirements

• University degree in Agriculture, Food Security, Emergency Response, Political or Social Science, Economics, Public Administration, International Development Studies, or closely related field.
• At least 5 years of relevant experience in emergency and resilience programme development and design, food and agriculture-related emergency response activities, and coordination with partners.
• Working knowledge (Level C) of English. Knowledge of a second FAO language is not essential but may be an asset.

Technical/Functional Skills

• Work experience in more than one location or area of work;
• Familiarity with the UN system, with a particular focus on emergency programme development and design;
• Relevance and extent of knowledge and experience in working with UN Coordination, Civil Society Organization, multi-cultural and multi-disciplinary teams;
• Excellent oral and written communication skills with specific focus on programme/ project formulation, writing donor proposals, analysis, and reports and planning and implementation.
